The City of Yucaipa is conducting a recruitment for a Human Resources & Risk Manager.

The City of Yucaipa is conducting a recruitment for a Housing and Economic Development Analyst.

Under the direction of the Director of Community Development, plans, coordinates, recommends, and implements the strategies, activities and operations of the City’s economic development program; develops and implements marketing programs emphasizing business retention, attraction and development; serves as a resource for the public including developers, property owners, community organizations, businesses, and residents; responsible for planning, organizing, directing, and supervising the work of housing and community development programs in the Community Development Department; responsible for both the performance of direct professional work in affordable housing development; includes project review, implementation, monitoring, and ensuring compliance of new housing developments utilizing public funding for affordable housing; responsibilities also include project and program planning, grant applications, public relations, record keeping and preparation of required reports and performs related duties as required.

Position Duties

Duties may include, but are not limited to, the following: 
  • Assist the Director of Community Development in implementing programs to attract, retain, and expand businesses in the City of Yucaipa; and coordinate projects with City departments and outside agencies.
  • Respond to inquiries pertaining to business development; send out informational materials marketing specific target areas; assist businesses by facilitating development related processes; analyze business needs against available programs and make recommendations.
  • Serve as a resource for the public including developers, property owners, community organizations, businesses and residents; assist in resolving difficult and sensitive citizen inquiries and complaints.
  • Collect, compile, and analyze economic, demographic, and marketing data; maintain economic development data bases, including information on target uses; and develop and create a variety of reports based on data collected.
  • Recommend and implement targeted marketing programs for business retention, attraction and development programs; coordinate the design and production of marketing tools newsletters, maps, marketing brochures and flyers.
  • Make presentations to members of the business community; coordinate the City’s attendance at trade shows and conventions, seminars and other events; and organize, plan, and implement information forums and workshops for the business community.
  • Represent the City with such organizations as the Chamber of Commerce, the County of San Bernardino Economic Development Agency, and other business related organizations and agencies.
  • Research businesses to ensure a thorough understanding of their products and organizational culture; and develop strategies based on research findings.
  • Negotiate and administer contracts between the City and consultants; monitor consultants to ensure compliance to contract provisions.
  • Recommend and develop innovative marketing strategies and communication tools to reach a variety of different markets in the promotion of the City of Yucaipa as the best business location opportunity; and meet with existing business customers on service and expansion issues.
  • Research and develop recommendations on economic development projects; provide technical staff support to the City Manager and Assistant City Manager; and coordinate and monitor activities of consultants.
  • Assist in the development and implementation of goals, objectives, policies, and priorities for the City’s economic development program; identify resource needs; recommend, develop, and implement approved policies and procedures. 
  • Prepare staff reports and other necessary correspondence in support of major projects and initiatives; and present reports to the City Council, as required.
  • Keep abreast of all local, State, Federal, and other regulatory agency laws, rules, regulations and policies applicable to the City’s economic development and housing program to ensure compliance.
  • Research new project opportunities in keeping with the City’s objectives. Responsible for the oversight of all stages of affordable housing development for each project assigned.
  • Review development budgets and pro forma to evaluate project financial feasibility.
  • Assist in the development and monitoring of the economic development and housing program budget.
  • Interact with co-workers at all levels in the organization in a collaborative and customer service–oriented manner.
  • Assume responsibility for ensuring the duties of the position are performed in a safe, efficient manner.

Minimum Qualifications

Knowledge of:
  • Operations, services and activities of a municipality including the policies and procedures related to economic development programs.
  • Federal and state laws, regulations, and administrative policies governing economic development practices and procedures.
  • Applicable ordinances and regulations governing economic development of the City.
  • Financial procedures and regulations.
  • Municipal budgeting procedures and techniques.
  • Research methods and sources of information related to urban growth and economic development.
  • Recent developments, current literature, and sources of information related to economic development planning.
  • Principles and practices of marketing and public relations, principles and practices of public speaking, public contact, and community relations.
  • Contract preparation.
  • Grants.
  • Construction management and bid process.
  • Business letter writing and basic report preparation techniques.
  • Modern office procedures, methods, and equipment including computers and related software applications such as word processing, spread sheets and databases.
  • Office management principles, methods and procedures, including principles and procedures of record keeping.
  • The organization and operations of the City and of outside agencies in order to perform necessary assigned responsibilities.
  • English usage, spelling, grammar and punctuation.
  • Safe work methods and safety regulations. 
 
Ability to:
  • Develop, recommend, plan and implement effective economic development program strategies.
  • Research, prepare, and present reports on a variety of economic development and housing projects.
  • Perform responsible and difficult administrative work including project management and recordkeeping involving the use of independent judgment and personal initiative.
  • Develop and apply administrative and regulatory policies and procedures.
  • Provide information and organize materials in compliance with applicable laws and regulations.

  • Maintain confidentiality of information and exercise tact and diplomacy in interpersonal dealings which are difficult, highly sensitive and confidential.

  • Plan and organize work to meet changing priorities and deadlines.
  • Evaluate program effectiveness.
  • Analyze problems, generate and evaluate alternatives, reach practical conclusions, and devise workable solutions.
  • Communicate clearly and concisely, both orally and in writing.
  • Operate a computer using word processing, spreadsheet at a high level of competency and proficiency.
  • Exercise sound independent judgment within areas of responsibility.
  • Establish and maintain effective working relationships with the City Manager, City officials, Council and Commission members, contractors, consultants, management, staff, the public, and others encountered in the course of work.

  • Keep current in the field of planning and economic development.
  • Skillfully and safely operate a motor vehicle when required in the course of performing work duties.

Experience and Education
Any combination of experience and training that would provide the required knowledge and abilities is qualifying.  A typical way to obtain the required knowledge and abilities would be: 

Experience:
A minimum of four years of progressively responsible professional experience in economic development, including management of a major program and/or projects. 

Education:
Graduation from an accredited college or university with a Bachelor’s degree in public administration, urban studies, marketing, or a closely related field. 

License/Certificate: 
Possession of a valid Class “C” California driver’s license and a satisfactory driving record.

Physical Demands:
Work is conducted both in an office environment and in the field. The role requires sufficient mobility to move within a standard office setting, operate typical office equipment, and use a computer. Required visual abilities include close vision, color perception, the ability to differentiate basic colors and shades, depth perception, and the ability to adjust focus.

The position requires regular use of both written and verbal communication skills; the ability to read and interpret complex materials; strong analytical and problem-solving abilities; and the capacity to apply mathematical reasoning. Employees must be able to manage detailed tasks under deadlines, handle multiple assignments simultaneously, work amid interruptions, and interact effectively with City officials, management, coworkers, and the public.

Environmental Conditions
Work is generally performed in a temperature-controlled office environment subject to typical office noise, with some work done outdoors with exposure to traffic, outdoor weather conditions including extreme heat and cold and to wet, and humid conditions. Attendance at night meetings may be required. The role may involve interactions with upset employees, members of the public, or external representatives while explaining or enforcing departmental policies and City regulations.
