Position Description

Reporting to the Assistant CIO – Senior Managing Director of Enterprise Application Systems (EAS) within the Office of Information Technology, the Assistant Managing Director provides strategic and operational leadership for the Rapid Application Development and ServiceNow Admin Teams within the Texas Tech University System.

This position blends deep expertise in ServiceNow platform architecture, custom application development, low-code/no-code solutions, and SaaS platform management with hands-on leadership of the Rapid Application Development and ServiceNow Admin Teams. The Assistant Managing Director will drive configuration, integration, scripting, workflow automation, application development, and ongoing enhancement of enterprise applications and platform solutions.

The Assistant Managing Director will own the short-to mid-term (1–3 year) technical and functional roadmap for ServiceNow, custom applications and other SaaS platforms providing services to TTU System Administration, ensure strong alignment with institutional priorities and the TTUS Values Culture, and deliver scalable, high-performing technology solutions and exceptional customer service to stakeholders system-wide.

The ideal candidate is a strategic, hands-on leader with extensive experience in custom applications, ServiceNow platform administration, and SaaS ecosystem management—ideally within higher education or other complex enterprise environments. They will bring proven skills in leading technical development and administration teams, executive-level influencing and collaboration, technical architecture and decision-making, and a demonstrated commitment to transformative service delivery and continuous improvement.

Major/Essential Functions

  • Custom Applications and SaaS Platforms Management - Business Analysis, Configuration Development, and Implementation work focuses on 3 disciplines: traditional business related analysis activities, custom software development and configuration of SaaS platforms, and implementation management. This encompasses software design and reports, interface development, system-level configuration management, development of custom applications, systems integrations (including SaaS APIs and custom apps), data migration/conversions, and the troubleshooting/resolvling of testing/production issues.
  • Ownership of short to mid-term (1-3 years) execution of functional strategy and the operational direction of the Department.
  • Ability to perform detailed investigation and analysis of complex problems.
  • Ability to influence others to accept practices and approaches, and ability to communicate and influence executive leadership.
  • Provide exceptional customer service through the delivery of best of breed information technology services and resources.
  • Build relationships with staff and customers. Make recommendations and develop strong partnerships with strategic vendors (SaaS providers, development tools, etc.) that can be accomplished through custom development or SaaS solutions.
  • Incorporate and reflect the values of the TTUS Values Culture in all duties performed and hold staff accountable to them. Ensure teams are adequately trained and equipped to deliver quality deliverables.
  • Facilitating associated governance and stewardship committees as assigned.
  • Facilitate the Business Analysis processes for: 1. Identify and analyze business needs, conduct requirements gathering and define scope and objective for custom-developed applications and SaaS platforms integrated with business processes/data and infrastructure. 2. Make recommendations for solutions/improvements to processes that can be accomplished through custom application development or SaaS platform configuration/module(s).3. Research requirements, develop detailed specs, and validate custom development or SaaS solutions with stakeholders. 4. Communicate stakeholders needs.

Preferred Qualifications

Direct experience managing software developments, SaaS platforms, and ServiceNow in a major university or similarly complex organization. Hands-on experience leading custom application development, enterprise SaaS solutions, and ServiceNow implementations. Strong background in modern software engineering practices, including Agile methodologies, cloud technologies, ServiceNow platform management, and integrated SaaS ecosystems.

5 years of management experience of teams performing custom application development, SaaS platform, and ServiceNow lifecycle management activities. Experience managing teams performing one or more of the following IT functions: Business Analysis, Software Development, ServiceNow configuration and customization, systems integration, data/Business Intelligence reporting development. Industry Certifications for Business Analysis and/or applicable technology tool sets such as modern web and mobile development frameworks, cloud platforms, and ServiceNow platform certifications.
