What is the Role?
Shell Pensioenbureau Nederland B.V. (SPN) is a wholly owned subsidiary of Shell Petroleum B.V. and provides advisory and pensionfund management services to Stichting Shell Pensioenfonds (SSPF) and Shell Nederland Pensioenfonds Stichting (SNPS) as part of Group Pensions within Treasury and Corporate Finance. In the rapidly evolving pension landscape, the NL Pensions Controller plays a vital role by ensuring top‑quartile execution of all controlling and accounting processes for SPN, SSPF and SNPS, enabling the Trustee Boards to receive accurate, timely and complete information to fulfil their responsibilities. Your spans risk management, internal and external (including DNB) regulatory reporting, audit and control activities, annual reporting and performance management. A critical aspect of the position is its central contribution to the implementation of the new Dutch pension legislation, Wet toekomst pensioenen (Wtp), one of the most significant transformations in pension history, requiring strong financial accuracy, control, compliance and transparency to support sustainable pension arrangements and maintain participant trust. As the Controller supports the Finance Manager and General Manager in developing and strengthening control frameworks, you will act as deputy to the Finance Manager, oversees outsourced accounting and reporting activities with SBO Krakow and Achmea, and actively participates in multiple projects and external sector initiatives, including the Dutch Pension Federation. This role offers broad exposure across end‑to‑end financial management, such as budgeting, taxation, auditing and statutory reporting to ensure compliance and meet the evolving expectations of participants and society.
What You’ll Be Doing
Principal Accountabilities:
Assurance
Risk Management
Support the Finance Manager in maintaining and further strengthening the SPN, SSPF and SNPS risk management frameworks, including oversight of key outsourced relationships
Ensure high quality, accurate and complete financial and participant data from all service providers, including robust reconciliation processes and controls
Apply strong pension knowledge (Wtp transition requirements, IFRS, Dutch GAAP and pensionspecific regulations) to assess risks, evaluate control robustness and challenge service provider output
Identify emerging risks related to the Dutch pension landscape, the Wtp transition, investment operations and new reporting regulations
Control Framework
Execute the Integrated Risk Management Process (RCSA, dashboards, MI) for SPN, SNPS and SSPF
Perform the annual review and continuous improvement of the SPN, SSPF and SNPS Control Frameworks, ensuring alignment with best practice in the Dutch pension sector
Operate assigned controls across all frameworks with professionalism and maintain documented evidence
Ensure that governance, risk and control expectations from the Pension Fund Management Guidelines are fully embedded in SPN’s operating model
Planning & Reporting
Execute and support the Annual Planning and Budgeting cycle for SPN, SSPF and SNPS, including budgets, forecasts and long-term outlooks
Lead and support the Annual Report process for all entities, ensuring consistency with pension regulations, financial reporting standards and Wtp transition requirements
Oversee investment accounting and investment reporting processes performed and challenge investment valuations, performance reporting and statutory disclosures where needed
Ensure accurate, timely and complete regulatory reporting to Dutch Central Bank (DNB)
Assurance activities
Prepare SPN Business Assurance Committee meetings, providing high‑quality insights on controls, risks, incidents and emerging regulatory themes
Support the SSPF and SNPS board meetings, ensuring the boards receive clear, complete and decision‑ready financial information
Maintain governance documentation to remain organized, up-to-date and in one with compliance requirements
Policy and Governance
Ensure SPN, SSPF and SNPS governance, control and risk frameworks remain aligned with industry best practices, Dutch pension law, Wtp requirements and evolving sustainability regulations (i.e. SFDR)
Provide pension‑specific controller expertise to Group Pensions initiatives, including input on future‑proof governance, controls and assurance models
External Focus
Where relevant, represent SPN in relevant (accounting) working groups
Ensure full compliance with DNB reporting requirements and transparent regulator interactions
Maintain close, constructive relationships with key service providers) and external stakeholders (e.g., auditor, actuary), ensuring strong oversight of investment operations, administration, and reporting
Leadership
Delivery results through others, particularly through primary executors of finance and investment reporting processes
Act as a governance, risk and control ambassador towards SPN Leadership Team and SSPF and SNPS boards
Demonstrate strong pension fund domain knowledge to challenge (investment) administrators and auditors effectively
Operational Excellence
Ensure operational excellence in all assigned processes, continuously improving efficiency, data quality and control effectiveness
Ensure that SPN, SSPF and SNPS finance processes remain top quartile and follow ESSA principles
Support the Finance Manager in Continuous Improvement initiatives within SPN and across Group Pensions, including benefit administration, premium collection, investment operations and reporting improvements
Project Management
Manage the assurance and risk impacts of change processes, including Wtp transition activities, system changes, control enhancements, service provider transitions or structural changes in the pension landscape
Safeguard financial integrity and governance standards during periods of significant change, ensuring transparent stakeholder communication and accurate project reporting
What you’ll bring
The Controller is responsible for effective operation of the Control Framework and overseeing all controlling and accounting processes for SPN, SSPF and SNPS. The role is key in embedding effective risk mitigation measures of the Shell pension funds and in supporting the SPN Leadership Team in maintaining strong controls and compliance.
Postgraduate degree in Accounting & Controlling; RA/RC qualification is strongly preferred
Proven experience in budgeting, financial accounting, investment accounting and statutory/regulatory reporting
Strong analytical and numerical skills, with high attention to detail and sound professional judgement
Experience with Dutch pension funds (including Wtp) and risk management.Experience with investment management is a strong advantage
Experience in working with senior stakeholders, incl auditors, regulators, and external parties
Ability to inspire trust and confidence, with strong interpersonal and influencing skills
Ability to operate effectively in an outsourced model and challenge thirdparty providers constructively
Energetic, proactive and resilient personality with a high level of motivation and ownership
Comfortable working under pressure and managing multiple priorities
Clear, structured thinker who can convey complex matters succinctly
Excellent Microsoft Office skills
Affinity with IT systems, data flows and process improvement.
Excellent communicator; fluent in Dutch and English, both written and spoken
