This Program Manager position within the Division of Behavioral Health offers an opportunity to lead a data-driven initiative that directly improves the health, safety, and independence of Idahoans. In this role, you oversee the Analytics and Automation Program, guiding a team of professionals in developing data systems, dashboards, and reporting tools that inform critical decisions across the division. You act as a subject matter expert, ensuring data integrity, compliance with state and federal standards, and the effective use of automation systems to enhance service delivery.

This position can be located in Coeur d'Alene, Lewiston, Caldwell, Boise, Twin Falls, Blackfoot, Idaho Falls, or Rexburg.

This position may be eligible for limited telework after successful completion of probation and necessary training. Approval to telecommute is not guaranteed and subject to termination at any time.

EXAMPLE OF DUTIES:

  • Provides leadership and management oversight to the Division's Analytical and Automation Team.
  • Monitors system performance by gathering relevant data from automation and producing statistical reports to document and measure program and contract performance towards goals and outcomes, including recommendations to DBH leadership on how to improve, pivot, or change Standard Operating Procedures.
  • Builds, develops and maintains data models, reporting systems, data automation systems (WITS, ICAN, etc.) dashboards and performance metrics that support key operational decisions across all Bureaus.
  • Designs and builds technical processes to address needs of Bureaus, including contracting, federal and state reporting.
  • Oversees the design and delivery of reports and insights that analyze key operations and performance metrics.
  • Provides leadership direction, supervision, coaching, training, technical assistance, and ensure performance management, including disciplinary actions.
  • Initiates hiring process including announcements, interviewing, and selection.
  • Provides oversight and direction for PRogram budgets.
  • Monitor and approve Program expenditure.
  • Develops and implements quality controls and departmental standards to ensure quality standards, organizational expectations, and regulatory requirements.

MINIMUM QUALIFICATIONS:

You must possess all the minimum qualifications below to pass the exam for this position.   • Some knowledge of management practices as well as experience providing technical proficiency, problem-solving, communication, and program area training. Typically gained by at least one-year experience managing a major Program and providing leadership of professional staff. Candidates may also qualify through completing upper-division college-level management coursework along with experience in a significant Leadership role. 

Below is preferred experience. It is not required for the position but applicants with this experience may receive consideration over other applicants.

  • Functional knowledge of software requirements; principles and practices of statistical analysis, business intelligence, and operational metrics and drivers; and research techniques, methods, and procedures. Typically gained by at least 1 year of experience.

  • Experience implementing organizational change within a service delivery program. Typically gained by at least 1 year of experience.
  • Experience operating a Help Desk to service providers. Typically gained by at least 1 year of experience.
  • Experience that has provided considerable knowledge of clinical behavioral health care delivery and regulatory systems. Typically gained by at least 1 year of experience.
  • Experience preparing and presenting oral presentations to groups. Typically gained by at least 1 year of experience.
