Job Description

This is a leadership/supervisory position responsible for a section of Engineers responsible for the review of Environmental Resource Permit (ERP) and Southern Everglades Works of the District (WOD) Permit applications in accordance with new or established criteria, accepted stormwater hydrology and stormwater hydraulic principles, and routine or complex surface water activities; provides technical advice to other South Florida Water Management District units and external organizations, as a representative of the District.
 
The position can be located in either West Palm Beach Headquarters or the Okeechobee, Orlando or Ft. Myers Service Centers, based on candidate preference, and reports to the Regulation Environmental Section Administrator in Okeechobee/West Palm Beach.

Job Duties:
  • Lead and supervise technical staff in ensuring conformance with the Engineering aspects of ERPs from pre-application meetings through permit issuance.
  • Daily interaction and coordination with direct and indirect reports within the Environmental Resource Bureau.
  • Assigns, prioritizes, streamlines, and monitors post-permit compliance and enforcement duties performed by compliance staff throughout the District to ensure that metrics are achieved and maintained.
  • Offers consistent guidance to District compliance staff as well as other members of the regulated community, with interpretation of rules as they pertain to compliance with post-permit requirements, including permit deliverables and resolution of enforcement cases.
  • Follows existing workflows and when necessary, develops and implements changes that enhance productivity and achieve results in keeping with the Environmental Resource Bureau’s goals and objectives.
  • Staff Development Through:
    • Fostering staff development through training, coaching and mentoring initiatives to enhance staff’s technical development.
    • Effective leadership and clear establishment of performance objectives and evaluations with meaningful criteria that are aligned to support the section's work plan and identifies areas of needed improvement with corresponding developmental activities.
    • The appropriate alignment of staff’s expertise/credentials to achieve the section’s work products in the most effective and efficient manner.
    • Keeping staff abreast of industry trends and developments.
    • Providing access to the appropriate training sessions to develop/enhance technical competence.
    • Ensuring professional certification requirements are met to keep status current as applicable.
  • Promptly reply to meeting requests with the public and/or members of the regulated community ensuring active participation and appropriate representation is offered.
  • Maintaining close communication with the Section Administrator on various issues and matters, including the status of deliverables and assignments.
  • Building positive working relationships with the regulated community.
Job Qualifications: The position requires knowledge of and experience in the following:
  • Knowledge of and experience in the following:
    • Hydrology
    • Hydraulics
    • Modeling programs related to water resources
    • Permitting programs, criteria and practices
    • Construction methodologies
    • Water quality best management practices (BMPs).
  • Problem solving based on comprehensive knowledge of technical and stakeholder issues.
  • Exercising independent judgment to a degree appropriate for the situation.
  • Scheduling and managing time to meet strict deadlines.
  • Completing projects and performing tasks independently with minimal direction and guidance based on instructions given regarding generally expected results and objectives.
  • Credible written and oral communications with engineering professionals, attorneys, construction professionals, developers, agriculturists and interested parties.
Employment Guidelines:
  • Education: Typically, a Bachelor of Science degree from an ABET/EAC accredited program in Agricultural, Biological, Civil, or Environmental Engineering, or a related engineering field.
  • Experience: 10 years of qualifying experience that demonstrates measurable career progression in water resource engineering, including at least two years of experience with the ERP program, and four years of increased supervisory accountability. Prior ERP review experience, using regulatory databases, and familiarity with SFWMD business processes is preferred.
An equivalent combination of relevant education and experience may be substituted as appropriate.
 
Licenses:
  • Current State of Florida Professional Engineer (PE) license. Alternatively, candidates with PEs from other states must receive their State of Florida PE through endorsement/reciprocity within six months of employment.
  • Valid Florida driver’s license required.
Physical Requirements/Working Environment:
  • Able to lift 40 pounds.
  • Both office and field work are required. Fieldwork may be conducted throughout the year including inclement or harsh weather conditions. Frequent vehicular travel to meetings and project locations to conduct site inspections. Occasional aircraft travel by helicopter to conduct inspections.
  • Field work often includes on and off-road vehicular travel and occasional helicoptersurveillance.
  • Due to the District's response role, and in the total scope of emergency management, this position may at times be required to provide support before, during and after major storm events and emergency situations, such as hurricanes or other declared emergencies, depending on assigned emergency response role.
