Duties
The Office of Audits oversees financial and performance audits, as well as attestation engagements. These audits cover multiple functional and program areas, such as financial statements, cyber security, acquisitions, grants, critical infrastructure, disasters, law enforcement and terrorism, immigration, and transportation security. The Office provides the OIG with the ability to examine a program or activity in a formalized, detailed, and in-depth way. Audits (evaluation and review) typically involve complex, novel, or highly controversial issues and cover varied topics concerning the programs, functions, and/or operations of DHS, and are conducted to evaluate the economy, efficiency, and effectiveness of program and functional operations; to determine compliance with applicable laws and regulations; to evaluate internal controls; and to identify any abuse or illegal acts. This position serves as a supervisor within the OA, responsible for planning, managing, directing, coordinating, and overseeing all program and audit activities through a subordinate staff. Typical assignments include: - Serving as a technical expert in a wide variety of agency audit management functions. - Directing the development and implementation of policies, plans and procedures for audit activities consistent with government auditing standards. - Monitoring and evaluating teams' progress toward meeting goals and timeframes and proactively making adjustments in objectives, work plans, schedules and commitment of resources as necessary to achieve successful outcomes. - Directing report preparations to ensure adequacy of supporting data, conformance with policies and standards, and effective presentation of information. - Finalizing audit reports and memoranda to ensure the soundness of findings, conclusions, and recommendations and adherence to GAGAS and CIGIE standards. To be creditable, specialized experience must have equivalent to at least the next lower grade level. Specialized experience at this level includes: 1. Using government auditing standards to lead audits of various programs, operations and functions of an organization through directing teams and structuring assignments; 2. directing the review of follow-up actions taken on audit findings and recommendations; and 3. interpreting and applying regulations, directives and requirements involving integrated programs. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Education
All applicants must meet the Individual Occupational Requirement: Degree: auditing; or a degree in a related field such as business administration, finance, public administration or accounting. Individuals with degrees in Information Technology, Emergency Management, Homeland Security Studies, and Criminal Justice or related degrees are strongly encouraged to apply. or Combination of education and experience: at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following: A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours Must submit a copy of your college transcript (unofficial is acceptable) or a list of coursework with hours completed proof of Basic Requirement. Education completed in foreign colleges or universities may be used to meet Federal qualification requirements if you can show that your foreign education is comparable to education received in accredited educational institutions in the United States. For example, specific courses accepted for college-level credit by an accredited U.S. college or university, or foreign education evaluated by an organization recognized for accreditation by the Department of Education as education equivalent to that gained in an accredited U.S. college or university.
