PROFILE OF A LIBERTY HILL EDUCATOR
Liberty Hill ISD Educators are compassionate leaders, effective collaborators, adaptable thinkers,
determined problem-solvers, and skilled communicators.
PRIMARY PURPOSE
Responsible for the strategic leadership and oversight of all financial and business operations of the
district. Provide guidance and direction to ensure sound fiscal management, long-term financial planning,
and alignment of resources to support district goals and growth. Serve as the chief financial advisor to
the superintendent by supporting informed decision-making through accurate forecasting, financial
analysis, and risk management.
QUALIFICATIONS
Education/Certification
● Bachelor’s degree in business, accounting, or other related field.
● Master’s degree in business, finance, or related field preferred
● RTSBA certification preferred or willingness to obtain
● Experience with financial and ERP systems used in public education preferred, including
Skyward or similar systems
Knowledge/Skills/Abilities
● Advanced knowledge of school finance, budgeting, accounting systems, and Texas public
school funding

Experience
● Minimum of 5 years of progressive experience in financial management, accounting, or
school business services
● Minimum of 3 years of supervisory or leadership experience
● Experience in public school finance preferred, including budgeting, audits, and compliance
with Texas school finance systems
MAJOR RESPONSIBILITIES AND DUTIES
Financial Leadership & Strategy
● Provide strategic leadership for all financial and business operations of the district, ensuring
alignment with district priorities and long-term goals
● Advise the superintendent on financial matters, including budget development, forecasting,
and resource allocation
● Lead long-range financial planning to support district growth, enrollment changes, and
program needs
● Develop and present financial projections, trends, and recommendations to support
informed decision-making
● Monitor the financial impact of legislative changes and state funding updates, and adjust
strategies accordingly
● Identify financial risks and opportunities, and implement strategies to ensure fiscal stability
and sustainability
● Prepare and present financial reports, budget updates, and recommendations at board
meetings as requested by the superintendent
Budgeting & Financial Management
● Oversee the development, preparation, and administration of the district’s annual budget in
alignment with district priorities

● Monitor budget implementation and financial performance throughout the year; recommend
adjustments as needed
● Ensure effective allocation of resources to support campuses, departments, and district
initiatives
● Collaborate with district leadership to develop budget assumptions based on enrollment,
staffing, and program needs
● Provide regular financial reports and updates to the superintendent and leadership team
● Ensure sound cash flow management and stewardship of district funds
Accounting, Reporting & Compliance
● Ensure accurate and timely financial reporting in accordance with local, state, and federal
requirements
● Oversee accounting systems and processes to maintain strong internal controls and
safeguard district assets
● Direct the preparation for and coordination of the annual financial audit and ensure timely
resolution of findings
● Ensure compliance with all applicable laws, regulations, and board policies related to
school finance and business operations
● Oversee required financial reporting, including PEIMS financial data and state reporting
requirements
● Monitor and maintain compliance with grant requirements and other funding sources
Operations & Business Services Leadership
● Provide leadership and oversight for business services functions, including purchasing,
payroll, benefits accounting, and financial systems
● Ensure efficient and effective processes that support district operations and customer
service across campuses and departments
● Oversee cash management, investments, and debt-related activities in accordance with
district policy and legal requirements
● Supervise and evaluate business services staff; support professional growth and
development
● Collaborate with district leadership to improve systems, processes, and operational
efficiency
● Ensure continuity of operations through effective planning, cross-training, and system
management

SUPERVISORY RESPONSIBILITIES
● Supervise, evaluate, and recommend the hiring and firing of the business manager, risk
manager, payroll supervisor, and department secretary.
MENTAL/PHYSICAL & ENVIRONMENTAL DEMANDS
● Tools/Equipment Used: Standard office equipment including personal computer and
peripherals.
● Posture: Prolonged sitting; occasional bending/stooping, pushing/pulling, and twisting.
