About the Department
Under the supervision of the Director of Community Services, the Library Services Manager will manage, supervise and coordinate the activities and operations of the City of Anna Community Library. This position will develop policies and procedures; oversee the provision of various library services and the maintenance of the library facility; coordinate assigned activities with other divisions, departments and outside agencies; and provide complex administrative support to the Community Services Director.
Position Duties
- Supervise staff, which includes prioritizing and assigning work; conducting performance evaluations; ensuring staff is trained; ensuring employees follow policies and procedures; maintaining a healthy and safe working environment; and, making hiring, termination, and disciplinary decisions or recommendations.
- Assume management responsibility for assigned services and activities of the library division, including the development of policies and procedures, the provision of various library services and the maintenance of library facilities.
- Manage and participate in the development and implementation of goals, objectives, policies and priorities for assigned programs. Recommend and administer policies and procedures.
- Monitor and evaluate the quality, responsiveness, efficiency and effectiveness of assigned library programs, service delivery methods and procedures, and work with employees on the continuous improvement of city services.
- Plan and manage selection, purchase and preparation of materials for library collection.
- Monitor the maintenance and repair needs of the library facility. Recommend and coordinate needed repairs.
- Respond to and resolve sensitive neighbor’s and patron inquiries and complaints.
- Assist in coordinating and developing library services and programs for children, youths and adults.
- Oversee and participate in the development and administration of annual budget for the library division. Participate in the forecast of funds needed for staffing, equipment, materials and supplies; monitor and approve expenditures; and implement adjustments.
- Develop bids and requests for proposals. Draft, negotiate and manage contracts with vendors and consultants.
- Serve as the liaison for libraries with other divisions, departments and outside agencies. Negotiate and resolve sensitive and controversial issues.
- Serve as staff on a variety of boards, commissions and committees; prepare and present staff reports and other necessary correspondence; and provide staff assistance to the Director.
- Conduct a variety of organizational studies, investigations and operational studies; and recommend modifications to library programs, policies and procedures as appropriate.
- Attend and participate in professional group meetings; and stay abreast of new trends and innovations in the field of library management.
- Adhere to assigned work schedule as outlined in the Department and City attendance policies and procedures; ensure all behaviors comply with the City's Personnel Rules and Regulations.
- Must be able to work nights, weekends, and holidays as needed.
- Perform any other related duties as required or assigned.
Minimum Qualifications
Master's degree from an ALA accredited college or university with major course work in library and information science is preferred and five years of increasing responsible professional library experience, including three years of administrative and supervisory responsibility, or equivalent experience and training.
Must possess current CPR, First Aid, and AED certifications or obtain within 30 days of hire or promotion (online training is not valid).
Must possess a valid class “C” driver's license.
Must pass a pre-employment drug screen, criminal background check and MVR check.
Proficient in English and Spanish is preferred.

Advanced: 10-Key, Accounting, Presentation/PowerPoint, Spreadsheet, Word Processing/Typing, ILS systems, RFID, and digital collection software.

Regular use of highly complex machines and equipment; specialized or advanced software programs.
