Salary Note: Starting pay rates are ultimately determined by the scope of the position, the candidate's relevant experience, and internal equity. New employees typically start in the lower half of range, but experts in their field may be considered for starting pay rates in the top half of the range.

Summary

The primary purpose of this position is to provide support to the Authority in the areas of financial accounting, budgeting, and reporting. Under the supervision of the Supervisor, Manager, or the Assistant Director of Finance, the incumbent provides financial analysis and advice to executive, senior Finance, and other staff, performs complex account reconciliations, develops and coordinates major program and inter-entity budgets, requisitions funds, prepares financial reports, works with software vendors on trouble-shooting and enhancements, and interprets and applies HUD program and accounting related requirements.

 

The Accountant II is the journey-level class in which incumbents are expected to perform the full scope of professional accounting duties with minimum supervision. Successful performance requires a thorough knowledge of HUD/PHA accounting procedures and the ability to exercise sound independent judgment. This classification is distinguished from the next higher classification of Senior Accountant in that the latter is responsible for the more complex and difficult duties within the department, exercises significant independent judgment, and is expected to resolve and provide recommendations on new and unusual accounting challenges.

Essential Duties and Responsibilities

The position duties and responsibilities listed below describe the general nature and scope of work. Other responsibilities, duties, and skills may be required and assigned, as needed.

 

·         Performs financial planning, analysis, and accounting for agency and affiliated agency programs, housing development projects, and other grant programs. Prepares and maintains financial schedules used in budget development.  Monitors budgets in conjunction with staff on a monthly basis and works with MPHA program managers to resolve funding issues.

·         Assists in the implementation of new accounting or other related information systems. Assists in troubleshooting, testing, and resolving accounting and program-related information systems and interfaces to the general ledger and sub-ledger systems. Works with the software vendor’s support staff to resolve general ledger software issues.

·         Develops and maintains a comprehensive financial reporting system that satisfies HUD requirements and internal staff needs. Completes financial and operational reports as required by contributors.

·         Prepares general ledger entries in accordance with generally accepted accounting principles, HUD requirements, and Authority policy.  Completes month-end and year-end accounting tasks as assigned.

·         Assists in the preparation of financial presentations to the Board of Commissioners, MPHA management, and external parties.

·         Prepares financial schedules and reconciliations needed for the audits.

·         Prepares cash forecasts, monitors cash position, initiates electronic funds transfers, and performs all other miscellaneous treasury functions for all MPHA programs.

·         Solicits for investment bids, and subsequent analysis of proposals. Make recommendations to Finance Department management for investment options. Completes, records, and tracks ultimate investment purchases for all MPHA investment accounts.

·         Routinely provides account analysis to ensure transactions are properly recorded. Supports MPHA staff in determining the eligibility and proper classification of transactions. Reconciles sub-ledger accounts to the general ledger.  Analyzes sub-ledger systems and resolves errors.

·         Ensures the timely request for reimbursement of funds from HUD, the city of Minneapolis, and other grantors. Monitors and reconciles reimbursement requests to the general ledger.

·         Advises the senior-level department staff on the establishment of budget controls and administers budget controls for each assigned program or grant.

·         Assists in the development of accounting procedures and cost allocations.

·         Makes recommendations for new accounts, revisions in the account structure, and changes in instructions regarding the use of accounts.

·         Assists with training sessions and technical assistance to program managers on HUD accounting-related regulations and funding. Provides technical assistance to MPHA program managers in the analysis and interpretation of financial information.

·         Provides assistance to Accountant I as needed.

·         Maintains a good working relationship with all staff, promotes and provides excellent customer service, and communicates with staff in a professional manner.

·         Performs other related duties as assigned.

Requirements

Education and/or Experience

 

Bachelor’s Degree in accounting, finance, business administration, or related field and a minimum of two (2) years of experience in financial accounting, budget preparation, and financial reporting and analysis.

 

Must have demonstrated experience with resolving complex accounting issues independently.  Government or non-profit accounting experience preferred. An equivalent combination of education and experience may be considered.

 

Some positions may require possession of a valid driver’s license. Those positions may also require use of a personal vehicle and evidence of individual automobile insurance coverage, or the ability to be insurable under the Authority’s automobile insurance plan at the standard rate. Must pass a criminal history background check.

 

Technical Skills

To perform this job successfully, the employee should have strong computer skills (MS Word, Excel, and Outlook). Must have experience working with a computerized general ledger software system. Must have the ability to learn other computer software programs as required by assigned tasks.
