Job Description

ECS is seeking an experienced Aviation Safety Program Manager to work onsite in our Lakeland, FL office.

 

The Aviation Safety Program Manager (ASPM) supports NOAA’s Office of Marine and Aviation Operations (OMAO) - Safety and Environmental Compliance Division (SECD) by planning, implementing, and coordinating the Aviation Safety Program.

This role ensures compliance with federal aviation regulations, promotes a culture of aviation safety, and provides expert leadership across NOAA’s diverse aviation operations, including manned and unmanned systems. The ASPM will manage policies, projects, and safety programs while collaborating with internal stakeholders and external federal and military aviation partners.

 

Key Responsibilities

  • Develop, review, and manage aviation safety policies, procedures, and NOAA Administrative Orders.
  • Plan, implement, and oversee NOAA’s Aviation Safety Program, ensuring compliance with federal regulations and standards.
  • Chair the NOAA Aviation Safety Board and foster an aviation safety culture across OMAO.
  • Audit and benchmark safety management systems (SMS) for compliance and best practices.
  • Support accident prevention initiatives, conduct safety inspections, and assist in accident investigations.
  • Provide project management support for OMAO-wide safety initiatives (schedules, risk registers, reporting).
  • Serve as subject matter expert and advisor on aviation safety matters.
  • Maintain strong working relationships with FAA, NTSB, GSA, DoD, and other aviation stakeholders.
  • Prepare reports, presentations, and safety-related publications for dissemination.

Salary Range: $95,000 - $140,000
