About the Department
The Orange County Tax Administration Department has an opening for a Deputy Tax Collector. Under the general supervision of the Revenue Collections Manager, an employee of this class is primarily responsible for the collection of delinquent property taxes, issuing wage garnishments, bank attachments and levies and assisting taxpayers. An employee in this class typically contacts taxpayers or other parties involved to inform them of delinquent remedies and options. Employee will collect delinquent accounts and maintain the accuracy of tax records within the guidelines of established Tax Administration standard operating procedures, NC General Statutes Machinery Act and Local ordinances. Does related work as required.

FULL PERFORMANCE KNOWLEDGE, SKILLS, AND ABILITIES:
Thorough knowledge of NC General Statutes and NC Machinery Act governing appraisal, billing and collection of taxes; County policies and office procedures;
Thorough knowledge of modern office practices and procedures, including use of modern office technology; ability to use software programs (i.e. NCPTS, Five-Star, Word and Excel);
Thorough knowledge of State and Federal laws and County policies regarding taxes, titles, registrations, exemptions, and property and estates;
Familiarity with basic accounting principles and practices and ability to perform mathematical calculations;
Must have excellent organizational skills and ability to prioritize work;
Must have excellent communication skills, both written and verbal;
Ability to research various sources of information in order to obtain necessary information;
Ability to work with difficult customers;
Ability to communicate clearly and concisely, orally and in writing;
Ability to deal with people, especially irate citizens, tactfully and courteously and offer excellent customer service; ability to establish and maintain effective working relationships with internal and external customers (i.e. co-workers, other County staff and departments, attorneys, taxpayers, paralegals, realtors and mortgage lenders and the general public).
MINIMUM QUALIFICATIONS:
High school diploma or GED AND two (2) years of experience in recovering delinquent collections, providing customer service to public in an office setting, processing payments, reading and using legal statutes and performing basic accounting.
Possess a Valid North Carolina Driver's License.
Experience in a local government office is preferred.
A Paralegal is preferred for this position.
SPECIAL REQUIREMENTS:
Must possess or obtain the Deputy Tax Collector certification from the North Carolina Tax Collectors Association within two (2) years of hire date.
Must complete the Fundamentals of Property Tax Collection and Property Tax Listing and Assessing Training Courses within two (2) years of hire date.
Must take an Oath of Office in compliance with NC General Statute 105-349(f).
