JOB PURPOSE

The Logistics Sr. Manager, reporting to the Domestics and International Logistics National Manager, will provide direct supervision and direction to the (8) staff subordinates in applying and overseeing established policies and procedures. The Sr. manager will also identify and resolve operational issues on daily basis as well as anticipate operational issues yet to arise. The Sr. Manager will develop and recommend changes to policies and procedures to resolve issues, and to prevent their recurrence. This position will be responsible for all Customs Compliance activities and ensure MPA abides by all Customs and Legal Regulations, as identified in the Code of Federal Regulations (CFR19). The Manager will oversee competitive bid processes to ensure competitive rates and services from transportation and logistics providers, in collaboration with the Transportation Strategy team. The Sr. Manager will also make sure that activities are completed on time and within budgetary objectives.

KEY ACCOUNTABILITIES

• Oversee the timely movement of air and sea shipments, including invoices in MPA’s system for FTP transmission to the Customs Broker; audit for correct classification prior to transmission. Manage the timely filing of Importer Security Filings (ISF) to Customs and resolve any issues with Korea and/or the Customs broker to ensure compliance with U.S. Customs regulations. (20%)

• Manage and audit the HTS classification of all imported parts and accessories in compliance with US Regulations and oversee/train other department employees in correct classification procedures. Maintain classification databases, and review periodically for consistency and accuracy, including any necessary documentation/validation process needed in support of any US Customs Audits. This includes the management of ALL Tariffs, including IEEPA, Section 232/301, Proclamation 10984, etc. (20%)

• Manage the routing of cargo from overseas, including Mexico/Canada. Determine most cost effective carriers, while maintaining expected service levels for each type of shipment movements. Negotiate Sea/Air Freight terms and conditions with Korea for annual contracts with Steamship Lines/Airlines. Manage Accessorial Costs by using transportation strategies to minimize expenses (15%)

• Directly supervise (8) staff subordinates including; staff performance to objectives, staff appraisals and staff objective setting, timecard approvals, delegation of duties, cross training and skills development. (30%)

• Ensure that the Parts Logistics expenses, including Duties, and Accessorial Freight expenses) are correctly budgeted and that the department is within budgetary targets. (10%)

* Review and update desk procedures yearly. Cross train employees and attend outside training programs to keep abreast of changes in importing policies and procedures (5%)

KEY PERFORMANCE INDICATORS

• Develop and implement processes to control the flow of documents between Mobis Korea, MPA, customs brokers, U.S. Customs, and related entities to provide adequate notice of incoming shipments.

• Oversee the U.S. Customs & Border Protection (CBP) clearance process. Manage the timely filing of Importer Security Filings with MPA’s Customs brokers and develop/implement policies and procedures to ensure timely submissions to CBP.

• Maintain a liaison with U.S. Customs and the MPA Customs Broker(s) to ensure that all parts and related materials are properly classified.

• Classify and Audit the HTS classifications of all imported product. Write MPA, and review other companies’ Customs rulings, research industry publications & technical manuals, and consult with HMA/KUS, & MOBIS Korea to obtain necessary information for accurate classifications.

• Maintain anti-dumping, carpet and other technical information databases; review classification database periodically for consistency.

• Manage the application of all IEEPA, Reciprocal, Section 232/301, Section 122, Proclamation 10984, etc Tariffs, and provide actual and forecasted costs related to these duties, weekly, monthly, and as-needed. Apply Duty Cost Savings strategies to reduce the impact of these tariffs.

• Manage the Retro-active Free Trade Claims process and develop reporting tools for tracking of duty refunds. Maximize Refund potential by working with Korea to obtain missing Certificates of Origin.

• Conduct daily audits of air and ocean import invoices for correct classification and valuation prior to transmission to the customs broker for customs clearance. Knowledge of First Sale Rule valuation is needed.

• Manage/oversee the accurate and timely submission of Duty Payments, monthly.

• Determine the correct Incoterms for new suppliers and provide Routing Instructions to Purchasing/Supply based on service needs and carriers.

• Provide and negotiate with MOBIS KR carrier requirements, such as Demurrage/Detention/Chassis Free Time and Rates, to support MPA PDC receiving needs.

• Conduct Freight analysis trends/forecast based on Quarterly Rates negotiated by HQ/Korea.

• Manage International Inbound Accessorial costs by developing/implementing transportation strategies to minimize trucker costs.

• Develop requirements and conduct Carrier and Broker bids, as needed, to improve service levels and control costs in collaboration with the Transportation Strategy team.

• Maintain direct and daily communications with the Customs broker(s) and Carriers to oversee service and performance; assist MPA PDCs and Supply groups by communicating and resolving issues that could impact timely delivery to MPA PDC’s.

• Manage the preparation of post-entry amendments, paying additional duties or requesting duty refunds to maintain MPA’s Compliance with federal law; respond to all Customs requests (CF28’s) completely and within the deadlines defined by CBP.

• Oversee the C-TPAT program and ensure yearly updates are completed on time. Work with the Customs Supply Chain Security Specialist with Re-validation renewals, company security policy questions, etc.

• Preside over Quarterly PDC Audits by supervising the selection of parts to be reviewed, the intent of the audits, and the report produced for MPA’s Compliance Manual. Work with the PDC’s and MOBIS HQ/KR MOBIS Mexico to ensure origin markings and invoices are in compliance.

• Conduct Broker audits, as determined by department objectives, to insure correct reporting to Customs.

• Oversee the bill payment of carrier/broker invoices by managing the timely approval of payment, as well as resolving invoice discrepancies.

• Update desk procedures, as needed.

• Train employees in correct classification procedures.

• Attend outside training programs to keep abreast of changes in importing policies and procedures.

• Assist National Manager with special projects, and long/short-term department goals.

Compensation - The expected hiring range for this position is $140,000.00 - 160,000.00, depending on experience and qualifications.
