About the Department

Contracts Manager

Department: Budget and Finance

Reports To: Chief Financial Officer

Salary range: $102,676 - 115,510* annually


This position will remain open for a minimum of seven (7) days. The College reserves the right to close the recruitment at any time after the minimum posting period once a sufficient applicant pool has been established.

The Contracts Manager is responsible for the full lifecycle management of all college contracts, ensuring compliance with applicable laws, regulations, and institutional policies. This role oversees contract development, negotiation, execution, tracking, and renewal for a wide range of agreements, including capital projects, leases, events, Memorandums of Understanding (MOUs), and performance/speaker service contracts. The position also supports enterprise risk management and ensures procurement-related risks are identified and mitigated.

 

Position Duties

  • Manage the full contract lifecycle, including drafting, review, negotiation, execution, tracking, amendments, renewals, and closeout.
  • Maintain the centralized contract database and ensure records are accurate, complete, and audit-ready.
  • Ensure legal and policy compliance by reviewing contracts for alignment with state/federal regulations and institutional requirements.
  • Develop and maintain contract policies, procedures, templates, and standardized clauses to promote consistency and reduce risk.
  • Provide training and guidance to staff on contract processes, documentation standards, and compliance expectations.
  • Prepare reports and updates for leadership on contract status, compliance issues, and upcoming
  • Draft, review, revise, and negotiate a wide range of contracts using standard templates or customized clauses to meet departmental needs and mitigate risk.
  • Collaborate with internal stakeholders to gather all required information, ensuring accuracy, completeness, and alignment with institutional objectives.
  • Administer and coordinate Performance/Speaker Service Contracts, ensuring proper documentation, compliance with legal and institutional requirements, and timely execution.
  • Manage the complete lifecycle of all college contracts—from initial request and drafting through review, approval routing, execution, amendment, renewal, expiration, and closeout.
  • Develop, maintain, and continuously improve a centralized, institution-wide repository for all contracts.
  • Ensure all contracts adhere to applicable state and federal laws, institutional policies, and established best practices.
  • Develop, document, and maintain contract management policies, procedures, workflows, and standard templates to ensure consistency and compliance across the college.
  • Continuously evaluate contract workflows and approval processes to identify inefficiencies and opportunities for streamlining.

Minimum Qualifications

Minimum Qualifications

  • Bachelor’s degree in business administration, public administration or related field. 
  • Minimum 3–5 years of experience in contract management, preferably in higher education or public sector.
  • Familiarity with Washington State procurement laws and regulations.
  • Strong knowledge of contract law, risk management, and compliance requirements.
  • Excellent organizational and database management skills.
  • Proficiency in contract management software and Microsoft Office Suite.
  • Strong communication, negotiation, and problem-solving abilities.
  • Experience in implementation of organizational efficiencies and process improvements that deliver measurable results.
Preferred Qualifications
  • Procurement experience from a government, public sector agency. 
  • Certification/Accreditation in the purchasing profession (CPM, CPPO, CPCM, APP). 
  • Master’s degree in business, or a closely related field.

This is a Full-time exempt position scheduled to work Monday through Friday. The salary for this position is $102,676 - $115,510 annually*, which includes a generous benefits package that includes the following.
