Overview: IBTCI is seeking a Local Evaluation Specialist (one in each focus country) to support in-country implementation of the evaluation of UNFPA ESARO�s flagship youth programme, Safeguarding Young People (SYP). The Evaluation Specialist will play a critical role in facilitating in-country evaluation activities, coordinating with national and subnational stakeholders, supporting data collection (key informant interviews, focus group discussions, observations), and ensuring efficient field logistics. S/he will contribute to contextual analysis and development of the evaluation deliverables.
General Duties and Responsibilities: The Local Evaluation Specialist will support the evaluation team by coordinating access to key stakeholders and sites, including government counterparts (Health, Education, Youth, Gender), UNFPA country office teams, implementing partners, youth networks, service providers, and other national actors relevant to SYP. The Specialist will arrange and schedule interviews and focus group discussions, support identification of respondents, and ensure smooth coordination for in-person engagement. The Specialist will assist with country-level document collection and review, including relevant national strategies, policies, and program documentation that inform evaluation questions. The Specialist will contribute to data collection through notetaking, facilitation support, and, where appropriate, moderation of discussions. The Specialist will provide contextual interpretation of findings, including implementation realities influencing youth SRHR programming, policy uptake, service delivery capacity, and youth participation mechanisms. The Specialist will coordinate local logistics for the evaluation team�s field mission, including meeting arrangements, travel planning within the country, site visit scheduling, and practical support to ensure efficient implementation.
Minimum Education/Experience:
- Bachelor�s degree or higher in social sciences, public health, development studies, education, or related discipline.
- Minimum 7 years of relevant experience supporting evaluations, research, or program reviews in the country context.
- Demonstrated experience coordinating stakeholder interviews and field-based consultations.
- Strong familiarity with national youth, SRHR, CSE, HIV, or related policy/programming landscape.
- Strong facilitation, communication, and writing skills.
- Strong communication skills in English plus relevant national/local language(s).
Preferred Experience:
- Experience working with UN agencies, government ministries, or donor-funded SRHR/youth programs.
- Experience facilitating youth discussions and applying rights-based, gender-responsive approaches.
Work environment: This position is home-based in Angola, Botswana, Lesotho, Zambia, or Zimbabwe.
Physical Requirements: This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.
Supervisory Responsibility: This position does not have supervisory responsibilities.
Travel: Domestic travel is required.
