About the Department


NOTE: THIS IS A NON-CIVIL SERVICE POSITION

Under the general supervision of the Department of Housing’s (Department) Deputy Director, the Housing Administrative Officer provides a variety of administrative services essential to the direction and operation of the Department in administrative matters and oversees the Department’s personnel program.

Position Duties

  • All matters related to personnel administration and labor relations, including contract interpretation and employee benefits, worker’s compensation, recruitment,  selection, and departmental policies;
  • Advises management and staff on changing health care rules and regulations based on notices from the Department of Personnel Services (DPS) and the Hawaii  Employer Union Health Benefits Trust Fund (EUTF);
  • Reviews all personnel actions for conformity with collective bargaining law, civil service laws, rules, regulations, and Department policies;
  • Prepares and submits payroll forms and reports;
  • Coordinates and oversees recruitment, staffing and position management, compliances, and personnel reporting functions;
  • Identifies Departmental needs and problems, analyzes circumstances, and recommends or implements authorized corrective actions;
  • Assists management in developing and maintain sound organizational structures, policies, practices, methods, procedures, and management control systems;
  • Coordinates the annual preparation of the Department personnel and operating budget, including required attachments and justifications;
  • Conducts administrative and operational investigations related to employee discipline, public inquiries, and complaints;
  • Performs other related duties as required.

Minimum Qualifications

Training and Experience: A combination of education and experience equivalent to graduation from a college or university, in business, public administration, or related field, and administrative experience in human resources management.

Other Qualifications


Salary Range: $74,652 to $85,280 annually
