About the Department

In accordance with the agency’s mission, as a team member of the Procurement Department you will be responsible for the following:  
  • Assist with coordinating the statewide procurement functions of the Agency in adherence to the laws and regulations of the SC Consolidated Procurement Code. 
  • Consult with managers and field staff in the procurement of a variety of goods and services. 
  • Review shopping carts, create purchase orders, and process PO change orders timely.  
  • Work with agency personnel to process solicitation requests. 
  • Conduct pre-bid conferences, site visits, and award contracts to vendors, along with monitoring contracts for compliance.
  • Work with the State Procurement Office, SFAA, MMO and other state agencies as needed.  
  • Assist with the daily administration and approvals of the agency’s purchasing card program (BOA System).
  • Check all purchases for compliance and flag the non-compliant items.
  • Provide support and training to agency staff as required. 
  • Verify vendor records in the SCEIS system for Consumer Services and Account Payable (AP) departments after receipt of formal approval from the requesting department.
  • Timely and accurately respond to incoming telephone calls and emails. 
  • Other duties as assigned.  

Position Duties

  • A bachelor’s degree and two (2) years of experience in procurement and contracts, an associate's degree and four (4) or more years of direct experience in procurement and contracts, or a high school diploma and six (6) or more years of direct experience in procurement and contracts.
  • Two (2) years of experience working with SC Procurement Code experience, may include solicitations/bid/contracts/RFPs, acquisition planning/market research, specs/scope of work development, sourcing, contract administration, etc.
  • Proficient in Excel and Word software.  
  • Proficient with SCEIS/SAP programs. 
  • Knowledge of laws and regulations governing the procurement of goods and services for a public agency.  
  • Some “day” travel and occasional overnight travel required.  
  • Ability to communicate effectively in writing and orally.   
If invited to interview, please obtain your Official 10 year driving record from the Department of Motor Vehicles to bring with you. 

Official transcripts will be required to verify college degree.

Minimum Qualifications

  • Knowledge of project and contract management.  Extensive experience in the bid process from beginning to end.  
  • Knowledge of agency, state and federal regulations, policies and procedures related to the procurement of goods and services.  
  •  Knowledge of the provisions of the Consolidated Procurement Code.  
  • Ability to identify and analyze factors in the awarding of contracts.  
  • Ability to negotiate and implement contractual agreements.   
  • Ability to interpret rules, regulations and laws and disseminate information to agency personnel.  
  • Ability to communicate effectively.
