Overview:
The Justice Sector Administrative Clerk provides essential administrative and clerical support to the Bureau of International Narcotics and Law Enforcement Affairs (INL) justice sector programs. This role ensures that program operations run smoothly by maintaining accurate records, supporting legal and judicial initiatives, and assisting with day-to-day administrative needs.
Primary Responsibilities:
- Accurately reviews purchase requests, funding and use of appropriate purchasing procedures.
- Assist with all reporting requirements relating to budget control; end of Fiscal Year close out documents, End Use Monitoring Report, Government Accountability Office (GAO) auditing requirements, and quarterly/status budget reports.
- Support INL Rule of Law Program (ROL) to provide training and support guidance for the Money Laundering Task Force and host nation counterparts.
- Maintains the ROL working calendar; schedules appointments and follows up to ensure the engagements are kept.
- Coordinates logistical matters for international meetings and training, travel arrangements, securing meeting rooms/facilities and catering services.
- Prepares all travel documents and requests for host nation counterparts for both national and international travel. Incumbent will also be responsible for ensuring that travelers have required immigration documents and required vetting.
- Incumbent will support INL ROL in requesting documentations for vetting process and will submit vetting request as needed.
- Explains and promotes understanding of travel management policies, regulations and procedures. Implements procedures and methods to accommodate new policies resulting from regulatory changes. Recommends changes to ROL Program Specialist to improve established procedures. Responsible for ensuring travelers are aware of travel requirements (including but not limited to visa requirements).
- Recommends equipment and material needs for ROL program and assists in the acquisition of required material.
- Supports ROL Program specialist in scheduling, designing, and coordinating logistical support for trainings, events and technical assistance.
- Assists in the planning and preparation of meetings, conferences and conference telephone calls. Keeps records and minutes of the meetings.
- Schedules conference rooms for meetings and virtual meetings.
- Develops and maintains spreadsheets and presentations under the direction of the ROL PA and PS. Program Admin and Program Specialist?
- Provides general clerical and secretarial support to the ROL section.
- Drafts, distributes, and follows up on letters to host government entities.
- Must exercise exceptionally good judgment in the conduct of his/her duties, due to routine interaction with INL personnel and host government.
- Performs other related duties as requested by ROL Program advisor and Program specialist.

Education and/or Experience:
- Two (2) years of college
- Five (5) years of administrative experience in a professional setting; previous government, law enforcement or project management experience preferred.
- Good analytical skills are required.
- Must have a valid Domincan drivers license
PREFERRED QUALIFICATIONS
- Detailed oriented
- Experience working with office equipment such as printers, scanners, and computers.
- Ability to securely store and discard documents and maintain confidentiality
- Excellent organization and communication skills.
- Familiar with the local economy, specifically with purchasing practices and how to research and locate vendors.
- Able to work with minimal supervision under Rule of Law team.
- Possess a valid driver’s license and be able to complete the U.S. government Incidental Driver’s Certification at Post.
- Possess, and be able to maintain, a passport and have no travel restrictions.
- Person who can be relied upon to accurately process sensitive documents.
- Strong organizational skills.
Knowledge, Skills, and Abilities:
- Local National (LN)
- FSI level 4/4 Spanish, FSI Level 3/3 English
- Ability to communicate effectively in English and Spanish
- Knowledge of Microsoft Office Suite, to include Word, Excel, and Power Point
- Ability to learn new software as required
Certificates, Licenses, Registrations:
- Language – Foreign Service Institute (FSI) level 4/4 Spanish, English level 3/3.
Security Clearance:
- RSO Certification
Physical Demands:
Must be able to physically and medically perform in Guatemala and in challenging environments. While performing the duties of this job, the employee is required to be able to occasionally stand; walk; sit; use hands and/or fingers to handle, or feel objects, tools or controls; operate office equipment, reach with hands and arms; climb stairs; balance; stoop; kneel; talk or hear; taste or smell. The employee must occasionally lift and or move up to 25 pounds.

Local and/or international travel may be required.
