GENERAL PURPOSE:
The Controller is responsible for directing, coordinating, maintaining, and controlling CareerSource
Central Florida’s multi-fund accounting systems and activities. This position collaborates with the CFO to develop policies and procedures and is responsible for their implementation. Recommends improvements, consults with the Senior Leadership team, participates in establishing and implementing major goals and objectives, and serves as a resource in all aspects of accounting. Ensures accurate internal and external recording and reporting of financial transactions. Oversees the maintenance of CSCF’s facilities. Assigns, directs, and evaluates facilities and accounting staff.

Responsible for evaluating, planning, developing, and implementing effective accounting policies and procedures that align with organizational/departmental goals and strategies. Ensures effective financial internal controls for the department and the organization as a whole. Continually evaluates established policies/procedures for efficiency and compliance with state and federal guidelines, regulations, and laws. Makes recommendations for updates or modifications. |
Oversees daily operations and performs administrative functions for the department. Oversees general ledger, accounts payable and receivable, payroll, fixed asset management, and retirement accounts. Ensures accounting activities are in accordance with established policies/procedures and in compliance with state and federal guidelines, regulations, and laws. |
Responsible for the effective preparation, maintenance, and reporting of internal and external financial records and analyses. Oversees the preparation of scheduled and periodic financial statements and reports. Ensures reports, document submissions, and filings are accurate and timely. |
Oversees organization’s procurement and contract functions and staff. Evaluates the procurement process to ensure efficiencies while complying with all local and governing policies and guidelines. Assumes responsibility for establishing and maintaining effective business relations with internal staff and vendors. |
Establishes and maintains effective relationships with auditors and monitors. Takes the lead on preparing requested audit/monitoring documentation and/or reports. |
Assists in preparing annual budget. Analyzes budget data to forecast and/or identify current trends; reports to CFO with recommendations for corrective action for issues. |
Coordinates accounting functions with other departments and ensures consistency. Advises operational and administrative leadership regarding accounting/procurement processes and policies. Interfaces with the IT department in the development and implementation of efficient systems and reporting. Attends and participates in meetings and committees as appropriate. |
Maximizes accounting staff productivity and effectiveness through training, leadership, and coaching. Manages all personnel issues at the department level; coordinates with HR and Senior Leadership as needed on problems or issues that involve hiring and/or disciplinary actions. Coordinates and/or conducts staff, management, and training meetings. |

SUPERVISON:
Supervision Received - Work is performed under general direction with extensive latitude in the use of initiative and independent judgment.
Supervision Performed - Manages a team of mid- and frontline-leadership staff.
MINIMUM QUALIFICATIONS:
Bachelor’s Degree from an *accredited institution in accounting, finance, or related discipline; supplemented by two (2) years’ experience leading the accounting department of a multi-funded government or non-profit organization or related experience; or an equivalent combination of education, certification, training, and/or experience. Minimum qualifications for combination:
- Associates Degree or equivalent coursework from an accredited institution in a related field combined with at least four (4) years’ experience leading the accounting department of a multi-funded government or non-profit organization or related experience.

PREFERRED QUALIFICATIONS:
Advanced degree in related area from an accredited institution; experience in leading the accounting department of a local workforce board; Certified Public Accountant (CPA)
KNOWLEDGE, SKILLS, AND ABILITIES:
- Advanced knowledge of generally accepted accounting principles (GAAP)
- Knowledge of multi-fund accounting systems and allocation plans
- Ability to read, analyze, interpret and understand complex information, including technical journals, financial reports, laws, regulations, policies, and legal documents; working knowledge of 2 CFR-200 (“Omni-Circular”)
- Ability to develop and implement accounting policies, procedures, and processes

- Skill in the use of Microsoft Office products (Word, Outlook, and Excel) and Sage Intacct accounting software for financial transactions

PHYSICAL REQUIREMENTS:
Tasks involves light physical effort (i.e., some standing and walking, or frequent light lifting of less than 10 pounds); and minimal dexterity in the use of fingers and limbs in the operating of office equipment. Tasks may involve extended periods of time sitting at a workstation and utilizing a keyboard.
ENVIRONMENTAL REQUIREMENTS:
Tasks are regularly performed inside without potential for exposure to adverse conditions, such as dirt, dust, pollen, odors, fumes and/or poor ventilation, wetness, humidity, rain, temperature and noise extremes, machinery and/or moving vehicles, vibrations, electric currents, animals/wildlife, toxic/poisonous agents, gases or chemicals, oils and other cutting fluids, violence and/or disease, or pathogenic substances.
SENSORY REQUIREMENTS:
Some tasks require manual dexterity. Some tasks require visual and hearing acuity. Tasks may involve identifying and distinguishing colors. Tasks require oral communications ability.
