About the Department
The Chief Building Official / Division Manager is responsible for the administration and enforcement of applicable Building Construction Code (s) adopted by the City of Rio Rancho. This individual performs supervisory, administrative, and technical work involving plan review and the inspection of building construction and other work for conformance with technical and related codes.
Position Duties
Education / higher education: Bachelor's Degree
For required college degrees, applicable field(s) of study: Business or public administration, construction engineering, urban planning or a related field.
Minimum number of years of directly related experience: Five years of varied experience associated with the building inspection, plans review or directly related field, including three years of administrative and supervisory responsibility. In lieu of a degree incumbent must possess 9 years of experience.

Driver’s License requirement: Frequent Driver -- Regular Driver's License Required Endorsements: None
Note -- For any driver, driving record must always meet City driving and insurability standards.
Required certifications, licenses or registrations: Must be in compliance with certified Building Official requirements in accordance with the Construction Industries Licensing Act. National and/or NM certification as an Inspector and must maintain a current certification through employment.
Time given after hire/promotion to obtain certification or licenses: None
Preferred certifications, licenses or registrations: ICC certification as a plan reviewer; Compliance with National Building Official requirements.
Minimum Qualifications
Knowledge: Extensive knowledge to the organization and function of a municipal building inspection department. Must be fully adept at reading and interpreting building construction plans, specifications and related shop drawings. Extensive knowledge of related laws and ordinances as well as proper enforcement and inspection procedures.
Skills: Must be able to type rapidly and accurately enough to successfully produce documents/spreadsheets, communicate via e-mail, or perform data entry as necessary to accomplish the essential functions of the position. Use of technology, equipment and software typically used in the office environment. Must have an aptitude and personal demeanor for effective dispute resolution.
Abilities: Ability of organize and direct the activities and personnel of a fast paced division, and to effectively lead others and earn their respect. Ability to analyze and resolve operational and administrative problems. Ability to establish and maintain effective and harmonious working relationships with city officials, employees, contractors, businesses and the general public. Ability to communicate effectively both orally and in writing.
Interaction with Groups/Agencies/Entities: Internal: Works with other managers on municipal planning and development issues and special projects that have an impact on the City's growth and development. Ongoing interaction with the Police, Fire, Public Works, City Attorney, and Parks, Recreation & Cultural Services departments is essential. Maintains harmonious, courteous, and cooperative relationships, while fostering a collaborative teamwork environment. External: Works with members of the City Planning and Zoning Board, real estate development community, state, county and city governments, and community organizations to secure support for planning and development proposals and plans. Presents a friendly, professional, courteous image for the City to the general public, customers, and public officials.

- Acts as the City of Rio Rancho Certified Building Official in accordance with the requirements of the Construction Industries Licensing Act.
- Interprets codes and implements administrative policies and procedures to clarify the applications of its provisions.
- Coordinate staff to enforce building, plumbing, mechanical and electrical codes and ordinances pertaining to the construction, alteration or maintenance of buildings.
- Oversee the receipt of applications, review of construction documents and issuance of permits for the erection, and alteration, demolition and moving of buildings and structures, as well as the inspection of the premises for which such permits have been issued.
- Responsible for daily work assignments and evaluates work performance and completion of continuing education requirements of subordinates.
- Responsible for public contact activities and assist agencies and boards as required.
- Provide technical information, correspondence, records and reports as required by the Development Services Director.
- Prepare and recommend the Division’s budget and authorize expenditures consistent with the budget.
- Review pertinent statutes, codes and ordinances for application to inspection practices and procedures.
- Enforce City, Departmental and Divisional policies.
