Overview
This is not a traditional coordinator role. The Development & Strategic Operations Coordinator is a cross-functional position that bridges affordable housing development and property management operations. This role provides exposure to the full lifecycle of projects—from initial concept and underwriting through lease-up, stabilization, and long-term operations.
This position is designed for someone who wants to grow into a leadership role and gain a big-picture understanding of how development decisions impact long-term asset performance.
Requirements
The Development & Strategic Operations Coordinator serves as a cross-divisional leadership support role for both Biggs Development and Biggs Property Management. This position supports affordable housing development, portfolio strategy, lease-up execution, regulatory compliance coordination, and operational transition.
The Coordinator will assist across the full lifecycle of development and preservation transactions, including LIHTC, USDA Rural Development Section 515, HOME, NSP, CDBG, market-rate, and mixed-finance projects.
This role is intended to evolve into a senior leadership position with increasing responsibility for underwriting, strategic planning, development-to-operations integration, and portfolio-level decision-making.
Primary Purpose of the Role
To support the integration of development strategy and property management operations by ensuring projects are properly organized, analyzed, underwritten, documented, transitioned, stabilized, and positioned for long-term success.
The person in this role will be expected to:
- Learn the full lifecycle of affordable housing development and stabilization
- Support complex housing transactions from concept through operations
- Develop capability in underwriting and financial analysis
- Understand regulatory requirements across multiple housing programs
- Coordinate across departments to align development and operations
- Build leadership skills for future executive oversight
- Analyze projects from a portfolio-wide, strategic perspective
- Evaluate performance, risk, and long-term asset sustainability
Position Responsibilities
The Coordinator will assist with and grow into responsibility for:
- LIHTC application coordination and support
- Development underwriting support and financial analysis
- USDA Section 515 transfer and preservation coordination
- Due diligence tracking and transaction management
- Closing preparation and post-closing implementation
- Development-to-operations transition planning
- Lease-up and stabilization analysis
- Ongoing operational performance monitoring
- Cross-functional communication between development and property management
- Special projects related to compliance, operations, and portfolio strategy
Strategic & Analytical Thinking
Ability to analyze data, identify patterns, and understand how development decisions impact operations and long-term performance.
Leadership Potential
Ability to coordinate teams, build trust, and grow into a leadership role influencing multiple departments.
Financial Aptitude
Ability to learn underwriting, budgets, sources and uses, rent restrictions, and performance metrics.
Operational Awareness
Understanding of property operations including staffing, leasing, maintenance, compliance, and financial performance.
Regulatory Understanding
Ability to learn LIHTC, USDA Rural Development, HOME, NSP, CDBG, and related compliance frameworks.
Communication & Coordination
Ability to communicate effectively with internal teams, executives, and external partners.
Requirements & Qualifications
- Bachelor’s degree in Real Estate, Finance, Business, Urban Planning, or related field preferred
- 1–3+ years of relevant experience in real estate, affordable housing, financial analysis, or project coordination (preferred but not required)
- Strong analytical and problem-solving skills
- High level of comfort working with numbers and financial concepts
- Advanced proficiency in Microsoft Excel and strong overall technical skills
- Strong organizational skills with the ability to manage multiple priorities
- Ability to work both independently and collaboratively
- Strong written and verbal communication skills
