About the Department
Responsible for work in the operation of moderately complex construction equipment. Performs general labor work in roadway drainage construction and maintenance operation service activities. Operates light to medium equipment to maintain road right of ways. Operates other equipment to train and learn. On specific assignment, employees are closely supervised; however, on routine assignments supervision is general in nature.
Position Duties
- Performs and understands all essential job functions of a Public Worker I (manual laborer). On rare occasion operates equipment of PW III and PW IV as situation determines or as training opportunities arise
- Responsible for the satisfactory performance of light and heavy manual laboring tasks in a wide variety of construction and maintenance work throughout the County.
- Performs general labor (manual) tasks in street construction and maintenance work including but not limited to breaking pavement by hand, pouring and shoveling asphalt and concrete, manually digging holes, laying sod, assisting in carpentry and painting, directing traffic and various incidental construction work.
- Trims foliage, often in an aerial bucket truck, clears brush, cuts and edges grass and weeds with hand tools and power-operated machines.
- Work involves cleaning culvert and piped drainage systems by hand or with a cleaning machine.
- Operates tractors with front-end loader and backhoe and other light equipment including tractor with batwing or straight pull mowers and other attachments.
- Erect, install or repair guardrails, using hand tools and power tools.
- Operates roller and mixers in patching and construction of County roads.
- May operate a simple flatbed or dump truck or a variety of minor powered machinery and equipment and participates generally in the laboring work of the crew as workload demands.
- Performs daily safety inspections of assigned equipment prior to and after use.
- Greases, oils and performs minor repairs on equipment, using grease gun, oilcans and hand tools.
- Assists in ensuring adherence to established safety procedures; monitors work environment and use of safety equipment to ensure safety of employees and other individuals.
- Prepares and completes various forms, i.e., accident reports and daily activity logs.
- Performs all other duties as assigned.
- Available for work before, during and after natural disasters for service to the public.
Minimum Qualifications
- Knowledge of the operating and repair characteristics of medium construction equipment.
- Knowledge of the component parts, operating principles and maintenance needs of medium and light equipment.
- Knowledge of the occupational hazards and necessary safety precautions in the operation of medium and light equipment.
- Knowledge of traffic laws and other regulations governing the operation of equipment on construction activities.
- Knowledge of simple tools used in maintenance and construction.
- Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials.
- Ability to recognize safety hazards in the work involved and takes precautionary methods to protect self and others.
- Knowledge of traffic regulations and the ability to set up a safe work zone.
- Ability to obtain information and to complete accurate accident and other reports.
- Skill in the operation of construction equipment.
- Ability to understand and follow oral and written instructions.
- Ability to perform physical activities that require considerable use of arms and legs and moving your whole body, such as climbing, lifting, balancing, walking, stooping and handling of materials.
Other Qualifications
One (1) one-year experience in the operation and routine maintenance of one or more pieces of construction equipment. Final decision of appointment to this job will be based on applicant’s ability to physically operate, drive and perform the illustrated tasks described herein.
