Duties

As a PROGRAM ANALYST (C2 INFORMATION SYSTEMS AND PROCEDURES) at the GS-0343-13 some of your typical work assignments may include: Lead identification, development, assessment, and management of Doctrine, Organization, Training, Materiel, Leadership and Education, Personnel, and Facilities (DOTMLPF) C4/cyber capability needs and collaboratively identify solutions to address functional gaps and interoperability deficiencies. Conduct assessments and field analysis of existing and emerging C4 capabilities and systems. Provides subject matter expertise in support of operations analysis for assessments and enduring projects. Recommends project and program priorities to ensure mission schedules and performance criteria are achieved. Directs team efforts for major projects, exercises, experiments, deployments and provides expertise for inputs and outputs that create "go/no-go" decisions for leadership.

Qualifications

You may qualify at the GS-13, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service: Developing project life cycle cost determinations to ensure mission sustainment meets warfighter milestone requirements. Analyzing collaboration of system performance and/or failures, and develops techniues to maintain and resolve hardware, software and network system performance. Developing C4/Cyber capability requirements and execute capability development responsibilities, and facilitate on behalf of the Department of Defense. Knowledge of baseline Joint fires and Combat Identification (CID) interoperability matrix and plan to instruct and conduct Bold Quest demonstrations. Leading in an advisory capacity to manage and project lead personnel with respect to program progress in assigned mission areas. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
