NVE Inc. is seeking a Quality Control and Safety Manager (QCSM) in support of an operations and maintenance (O&M) contract covering two GSA facilities in the Kansas City Missouri area. The QCSM shall be available on-site, Monday-Friday (typically between 7:30 AM and 4:00 PM) and at any other times required to effectively manage all contract work. At a minimum, the QCSM shall possess at least five (5) years of recent experience (within the past 7 years) in quality and safety management with operations & maintenance activities. Experience shall be in buildings of at least the similar size (> 1M SF, high-rise) and characteristics of the building(s) to be operated and maintained.
The QCSM executes the QC program, to direct and control quality, training, safety, and continuous quality improvement. Identifies areas of possible process failures before they happen and, if failures do occur, initiates immediate corrective actions and long-term solutions.
The candidate with previous GSA Contract experience is desirable given the deliverable and reporting requirements. Experience working in courthouses a plus.
Essential Job Functions:
- Engages with the site-level Project Manager and Facility Operations Manager regarding quality and safety metrics reviews, performance trend analysis, and customer survey feedback.
- Meets with Project Manager, PMO, and Director of Environmental Health & Safety (EH&S) to ensure team alignment with corporate and site-specific Quality Control and Safety Plans.
- Administers contract level Quality Control and Safety Programs IAW task/site specific Quality Control and Safety Plans.
- Implements and executes quality management review process, which includes surveillance, inspections, and corrective action reviews, and collects and reviews performance data.
- Implements Root Cause Analysis (RCA) to detect and identify quality related problems, defects, and best practices.
- Implements site-specific safety review process, including inspections, monthly safety review meetings, weekly safety meetings with Program Manager, and safety observation reporting.
- Conducts periodic safety inspections and weekly safety training sessions with all employees
- Administers site safety incident reporting process and coordinates with Director of EH&S and Human Resources.
- Conducts corporate reviews and participates in reviews, including annual review of site-specific quality and safety plan (with revisions, as needed).
- Update quality and safety documentation to ensure best and correct practices are in place
- Evaluates/oversees subcontractors' safety and health plans and AHAs for subcontractor-performed work and conducts safety briefing for new subcontractor employees working at the facility.
- Attends contract-related meetings, provides necessary reporting, and keeps track of all quality and safety related work in the contract.
Experience and Qualifications
- A Bachelor's degree in science, quality, safety, or business-based programs (experience may be considered in lieu of degree).
- Experience in technical operations management in facility management systems and/or service industry preferred.
- Thorough working knowledge of regulatory agency quality assurance/quality control activities
- Excellent verbal/written communication skills required
- Must be able to read blueprints and as-built drawings.
- Microsoft Office skills required (Word, Excel, Outlook, internet, etc.).
- Experience using Google Suites (Sheets, Docs, Drive) desirable
- Strong planning, organizing and controlling skills
- An existing HSPD-12 Determination for Work Highly Desirable
