About the Department
Reporting directly to a Division Director of Facilities Management, responsible for managing multiple high dollar solicitations and cooperative contracts and provides strategic leadership, solutions, and innovation to all levels of Williamson County government. Oversees the administration of countywide Facilities Management contracts by defining contract principles, establishing contractual requirements, negotiating, and monitoring vendors and contract performance.
Position Duties
- Administers, oversees, and prepares solicitation development of contracts and amendments by identifying provider resources, describing services to be rendered, evaluating information supplied by bidders, and negotiating premises and construction or maintenance contract specifications
- Oversees and collaborates on scope of work, specifications, and terms and conditions for new contracts; prepares contracts; participates in developing negotiation strategies
- Oversees the operations and activities of monitoring contract performance, ensuring contract compliance, developing, and tracking key metrics, understanding billing and fiscal data, identifying cost savings, and managing overall vendor performance for outsourced services
- Oversees the processing of contract documents in alignment with contract principles to ensure management of cost controls and service delivery
- Maintains knowledge of contract and vendor management principles to establish and measure vendor key performance indicators and track vendor performance in relation to program offerings and delivery on customer requirements
- Investigates and resolves discrepancies, complaints, and disputes by negotiating settlement agreements or by suspending or terminating contracts and assessing outcomes for risk management
- Understands program area goals and performance requirements expected of vendors to translate to contract best practices
- Serves as the contract liaison for maintenance services through outsourced vendors
- Facilitates meetings, such as kick-off and pre-proposal meetings, post-award conferences, team briefings and evaluation scoring
- Conveys vendor expectations based on program or customer needs, sets, and manages timelines
- Negotiates contracts, contract renewals, and amendments
- Provides input on or prepares contract budget; recommends budget at locations for proposed contract agreements and provides budget forecast and proposes alternatives
- Assists in annual budget process by collaborating with department leadership on equipment needs, Capital Improvement Project costs, and other departmental cost for budget development
- Analyzes market and economic conditions and applies current trends to contract development
- Partners with leadership team and project managers to plan procurement, develop, and execute contacts
- Collaborates with various county staff to include elected officials, senior leadership, auditors, and procurement/legal personnel
- Assists with the oversight of the contracts division including staff training and mentoring
- Assists with escorting contractors and overseeing and approving scope of services rendered
- Attends meetings and trainings, as necessary

IRREGULAR HOURS
- Work outside of the normal office hours (Monday-Friday 8 a.m. to 5 p.m.) may be required

Minimum Qualifications
- Bachelor’s degree in a related field and five (5) years of contract development, contract administration, or contract management experience; OR an equivalent combination of education and experience
- Knowledge of business administration and accounting principles and practices
LICENSES AND CERTIFICATIONS
Required within thirty (30) days of employment
- Valid driver’s license
Required within one (1) year from date of employment
- Certified Texas Contract Manager (CTCM)
PREFERRED QUALIFICATIONS
- Certified Texas Contract Developer (CTCD)
