The City of Greensboro is seeking a detail-oriented and organized PCard Specialist to support the City’s procurement and purchasing card operations. This role is essential to maintaining efficient purchasing processes, supporting program users, and ensuring compliance with procurement policies and regulations. Estimated Hiring Salary Range: $43,755.00 - $57,573.00   Full Salary Range: $43,755.00 - $78,299.00 Annually

About the Department:

The Procurement Services Division supports City operations by managing purchasing activities, vendor relationships, procurement compliance, and responsible stewardship of public resources. The division works closely with departments across the organization to ensure goods and services are acquired efficiently, ethically, and in accordance with applicable laws and policies.

About the Role:

The PCard Specialist performs a variety of procurement and purchasing card program support functions, with a primary focus on supporting the City’s PCard Program Administrator.

Key Responsibilities:

  • Support daily operations of the City’s Purchasing Card (PCard) program
  • Conduct envelope check-ins, audits, and compliance reviews
  • Provide guidance and support to PCard users across the organization
  • Assist with procurement activities involving low-cost and low-risk purchases
  • Issue purchase orders in accordance with federal, state, and local procurement laws and policies
  • Work directly with internal customers and external vendors to resolve procurement-related issues
  • Independently plan and complete assigned procurement and PCard projects
  • Support vendor registration processes and surplus property disposal activities
  • Maintain accurate procurement records and documentation
  • Assist with additional procurement and contract-related duties as assigned

  • Frequent interaction with City departments, vendors, and program users
  • Requires the ability to interpret and apply procurement policies and procedures consistently
  • Strong customer service, communication, and problem-solving skills are essential
  • Position is EXEMPT and not subject to overtime provisions under the Fair Labor Standards Act (FLSA)

Minimum Qualifications

Minimum Qualifications:

  •  High School Diploma/GED with 1+ years of related experience in purchasing activities, vendor relationships, procurement compliance, or directly related experience as the job description indicates
  • Proficient in the Microsoft Office Suite.

Preferred Qualifications:-
  • Bachelor's Degree in Business Administration, Accounting, or a similar discipline
  • Certified Local Government Purchasing Officer (CLGPO)
  • Experience with principles, practices, laws, regulations, procedures, and techniques of governmental purchasing and contract law in North Carolina.
  • Experienced in Infor Financial system, preferably in Procurement, or electronic bidding systems, and/or contract management software.
