Duties
You will serve as the Contracting Officer's Technical Representative on the acceptability and applicability of post award contractual matters related to contract modification awards, task orders/modification, payment issues and termination.,You will review drawings and specifications for proposed contracts in order to determine adequacy and practicability.,You will evaluate contractor's cost estimates and accounting systems.,You will serve as the Program Manager for the Integrated Solid Waste Management (ISWM) Program, and provide information, metrics, initiatives, and support on ISWM matters at the local activity.,You will develop documentation and criteria to substantiate Government cost or negotiation positions.,You will provide technical guidance for post-award negotiations involving contract changes or modifications to settle change proposals, special agreements, pricing arrangements.,Perform supervisory oversight, administration, and personnel management for the civilian employees in the Facility Support Contracts Branch
Qualifications
Your resume must demonstrate at least one year of Specialized Experience at or equivalent to the grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following duties: 1. Demonstrating the ability to lead groups and teams, plan work and establish priorities based on urgency, complexity and employee capabilities. 2. Executing work and delivering products and services to diverse clients across a wide and dispersed area and respond to emergent requirements such as national disasters, critical events and operations requiring Command attention. 3. Demonstrating knowledge of facility and utility repair, maintenance and service techniques; experience in conducting and reviewing facility and utility assessments, studies, and applying recommendations to various types of Facility Support Contracts. 4. Developing and managing Facility Support Contracts, reviewing invoices for payment, evaluating contractor cost proposals, and preparing assessments of contractor performance.
