The Texas Department of Transportation’s Austin District Portfolio Office is seeking a Transportation Engineer Supervisor to lead the Portfolio Production Group (PPG) in Austin, TX. This position supervises staff engaged in transportation engineering activities such as planning, design, construction, traffic operations, maintenance, and bridge inspection, with a strong focus on PS&E development and consultant design management.

Reporting to the Deputy Director of Transportation Planning & Development (TP&D), this role is virtually self‑supervising and assumes direct accountability for work products. The supervisor ensures compliance with federal and state laws, TxDOT policies, procedures, standards, and guidelines, and coordinates with governmental agencies, consultants, contractors, and internal stakeholders.

This position supervises the Austin District Portfolio Production Group (PPG), an office engaged in transportation engineering work in detailed plans specifications and estimate preparation and consultant deign management. This position reports to the Deputy Director of TP&D, is virtually self-supervising, and assumes direct accountability for the work product.

Essential Duties:

  • Acts as consultant to staff engineers regarding plan operations as they relate to administration, programming, design, construction, right-of-way and maintenance.
  • Advises staff engineers.
  • Coordinates with area engineers on design and plan preparation.
  • Develops, recommends, and implements modifications as necessary for continual improvement to existing program of responsibility.
  • Establishes, modifies or interprets applicable standards, rules, methods, procedures, practices and policies.
  • Oversees Consultant Contract Administration.
  • Participates in district plan review activities.
  • Prepares and submits Plans, Specifications and Estimates (P. S. & E.) on projects.
  • Prepares correspondence and reports.
  • Recommends transportation engineering training needs.
  • Represents the Department at meetings, conferences and related activities.
  • Performs other job responsibilities as assigned. This position may require driving a state vehicle.

Minimum Qualifications:

Education: Bachelor's Degree in engineering or related science bachelor's or higher degree accepted by TX PELS

Experience: 

  • 4 YEARS experience in transportation engineering. (Experience can be satisfied by full time or prorated part time equivalent). Related graduate level education may be substituted for experience on a year per year basis. Substitutions for Minimum Qualifications
  • Must have ONE (1) year supervisory/managerial experience. Project leader or lead worker experience may substitute for supervisory/managerial experience. 

Licenses and Certifications:

  • Valid driver’s license. This position requires driving a state vehicle.
  • Licensed Professional Engineer*

*Professional engineers licensed in another state in the United States, but not currently licensed in the State of Texas, must (1) meet the license requirements of the State of Texas Engineering Practices Act, (2) obtain a professional engineering license from the State of Texas within six (6) months of the date of hire, and (3) sign an agreement to that effect as a condition of employment.

  • Transportation design engineering principles, practices and methods and the application of engineering theory
  • Applicable plans, specifications and estimates preparation, review, processing and compliance requirements
  • Construction engineering principles, practices and methods and associated environmental laws and regulations
  • Design and plan preparation methods and requirements
  • Applying engineering principles, practices, and methods in job responsibilities
  • Establishing plans and setting objectives and goals that support overall business strategy/results; anticipating and adjusting for problems/roadblocks
  • Supervising technical staff
  • Directing and establishing objectives; clarifying roles and responsibilities through individual performance plans; monitoring and measuring performance against goals; evaluating results and making necessary adjustments to meet deadlines
  • Negotiating settlement of differences without damaging relationships; applying effective questioning and listening techniques to determine other parties' positions in a direct and diplomatic manner
  • Overseeing and coordinating projects and program activities
  • Planning, assigning, directing, coordinating and reviewing the work of professional, administrative and technical employees
  • Prioritizing and organizing work assignments
  • Provides organizational leadership; fosters collaborative relationships; initiates and supports quality management activities and performance management measures to provide the highest quality products and services
  • Exercises logic and reasoning to define problems, establish facts and draw valid conclusions; makes decisions that support business objectives and goals

Physical Requirements and Working Conditions:

  • Subject to inside and outside environmental conditions
  • Sedentary work: Lift up to 10 lbs at a time and occasionally carry files/small tools
  • Sitting - prolonged periods of time
  • Talking-expressing or exchanging ideas by spoken words
  • Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading
