Job Description

About the Department

This position plans, coordinates, manages and supervises County forestry programs and employees. The work is performed under the general direction of the County Forestry, Parks and Recreation Committee.

Position Duties

The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required or directed.

  • Prepares, recommends and administers forestry department operating budget. 
  • Monitors revenues and expenditures. 
  • Approves payments.
  • Prepares or directs preparation of grant applications for forestry, parks and recreation activities.
  • Manages forestry contract services and timber sales bids. 
  • Prepares advertisements for bids. 
  • Conducts bid openings, awards bids and signs contracts.   
  • Monitors contract work for compliance with specifications and agreements. 
  • Authorizes payments. 
  • Administers timber sales with DNR oversight.
  • Develops annual work plan according to Department of Natural Resources and County guidelines.  
  • Selects areas for timber sales, regeneration and maintenance.
  • Acts as County liaison to state and federal land use and environmental regulatory agencies for forestry, recreation and parks activities and programs. Develops annual and long-range plans with DNR personnel. Reviews recreation programs with DNR fisheries, wildlife and endangered resources programs.
  • Manages parks and recreation resources. Recommends and oversees park operations, fees and management.
  • Responsible for resolution of County forestry boundary disputes.
  • Supervises forestry, parks and recreation employees. Prioritizes, assigns and reviews employees work.

Minimum Qualifications

Bachelor degree in Forestry or related field, two years forestry management and supervisory experience, or any combination of education and experience that provides equivalent knowledge, skills and abilities. A valid Wisconsin motor vehicle operator’s license required.

  • Ability to decide the time, place and sequence of operations within an organizational framework, and to oversee their execution. Ability to analyze and categorize data and information using established criteria, to determine consequences and identify and select alternatives.
  • Ability to manage and direct a group of workers, including the ability to provide counseling and mediation. Ability to persuade, convince and train others. Ability to advise and interpret regarding the application of policies, procedures and standards to specific situations.
  • Ability to utilize a variety of advisory and design data and information such as contracts, billing statements, invoices, budgets, grant applications, ordinances, resolutions, environmental regulations, annual work plan, long-range plans, computer software operating manuals and non-routine correspondence.
  • Ability to communicate orally and in writing with DNR personnel, County Forestry, Parks and Recreation Committee, landowners, loggers, recreation groups and the general public.

  • Mathematical Ability
  • Ability to calculate percentages, fractions, decimals, volumes, ratios and spatial relationships.  Ability to interpret basic descriptive statistical reports.

  • Judgment and Situational Reasoning Ability
  • Ability to apply functional reasoning in synthesizing information and functions, and ability to influence others in activities such as leading, controlling, managing, supervising and teaching.
  • Ability to exercise the judgment, decisiveness and creativity required in situations involving the direction, control and planning of an entire program or multiple programs.

Other Qualifications

Ability to operate, maneuver and/or steer equipment and machinery requiring simple but continuous adjustments such as  motor vehicle, computer terminal, typewriter, telephone, fax machine, calculator/adding machine, computer printer and photocopier.

Ability to coordinate eyes, hands, feet and limbs in performing movements requiring moderate skill, such as operating a motor vehicle.

Ability to exert very moderate physical effort in sedentary to light work, typically involving some combination of stooping, kneeling, crouching, lifting, carrying, pushing and pulling.

Ability to recognize and identify degrees of similarities or differences between characteristics of shapes and sounds associated with job-related objects, materials and tasks.

WORK ENVIRONMENT:
Ability to work under conditions, which require exposure to environmental factors such as temperature variations and extremes, noise, machinery, traffic hazards, wetness and/or dust.  This exposure may cause some discomfort and presents a risk of injury.
