The Procurement Specialist will assist with and perform full life cycle acquisitions for the Department of Commerce Shared Services Procurement Office (DOC - SSPO). Duties will include pre and post award activity such as market research, performing Independent Government Cost Estimates (IGCE), and drafting statements of work (SOW). The Procurement Specialist will work within a team of both Federal and contractor support staff and will report to Federal team leads and division directors.
Responsibilities:
The Procurement Specialist will Perform Pre-Award and Post-Award Activities such as:
- Analyzing requirements, market research, recommending revisions to statements of work/specifications.
- Determining the appropriate type of contract, establishing milestones, procurement planning, developing solicitations, documenting contract actions including negotiation memoranda, Determination and Findings, and Justifications and Approvals.
- Conducting post-award activities such as coordinating with contractors to ensure full understanding of terms, handling modifications, and resolution of issues related to non-compliance.
- Develop, implement and analyze data requirements for planning and measurement systems. Analyze performance of procurement activities against various procurement indicators and goals. Analyze data to determine trends.
Requirements
Requirements:
BA/BS Degree (or associates + 2 years OR HS Diploma + 6 years)
4+ years of experience
- Knowledge of the Federal Acquisition Regulations, Small Business Socio-Economic statutes and specialized contracting methodologies including Strategic Sourcing initiatives and the use of Delivery Order / Task Order contracting.
Qualifications:
- DAWIA or FAC-C Level I in contracting or equivalent certifications
- U.S. Citizenship is required
Preferred Qualifications:
- Experience with PRISM Contract Writing System, any previous Department of Commerce experience.
