Job Description

We are currently seeking:

An Assistant Fire Chief to join our team. In this role, you will direct and manage San Angelo Fire Department (SAFD) activities and employees, including planning, operations, prevention and administrative services; ensure Department's compliance with state and Federal laws and the public safety goals of the City.


Job Responsibilities:

  1. Serves as principal advisor to the Chief on SAFD programs; develops and directs strategies to meet Department goals and objectives; interprets concerns, defines desired results, develops solutions, determines scope and priorities of programs and special projects.
  2. Directs the SAFD operations, training, personnel, administrative, and records management programs, in accordance with SAFD policy and appropriate local, state, and Federal regulations and standards.
  3. Maintains compliance to SAFD policies and Standard Operating Procedures (SOP); investigates and resolves administrative and operational issues; develops policies, systems and standards for program and operations evaluation.
  4. Directs and manages administrative activities, budget planning and management, procurement and inventory control, and strategic planning; manages information technology needs; analyzes operational trends and recommends resources, staffing adjustments and personnel assignments.
  5. Manages Department staffing to provide adequate personnel for emergency response needs; ensures consistency of training, management of emergencies, and adherence to policies, procedures, and nationally recognized standards and guidelines; ensures the availability and readiness of all emergency operations personnel, equipment and supplies.
  6. Provides leadership and guidance to staff; meets regularly with staff to discuss and resolve workload and technical issues; counsels, trains and coaches staff; implements corrective actions and conducts performance evaluations.
  7. Reviews and approves reports, and prepares and maintains required departmental records and reports; represents the SAFD in emergency services planning meetings.
  8. Coordinates with Federal, state and local emergency services organizations, City departments, outside organizations and businesses; manages community relations and public information issues.
  9. Assumes command of large scale incidents and emergencies as appropriate, and coordinates actions with other emergency services agencies; directs strategies, tactics and deployment of personnel to achieve the on-scene priorities of personal safety, incident stabilization, and property conservation.

Requirements and Skills:

  • Analyzing SAFD issues, evaluating alternatives, and making logical recommendations based on findings.
  • Using initiative and independent judgment within established procedural guidelines, while assuring compliance with SAFD goals and objectives.
  • Assuming incident command responsibilities, and coordinating firefighting, rescue, and emergency medical services under complex emergency conditions.
  • Making independent decisions, maintaining composure, and working effectively under emergency situations.
  • Leading staff, prioritizing multiple tasks and projects, and delegating tasks and authority.
  • Recognizing the construction, contents and occupancy of buildings and other emergency incident scenes in order to apply appropriate firefighting, rescue and emergency medical techniques.
  • Analyzing Fire Department training issues and developing appropriate training programs.
  • Managing the maintenance and repair of firefighting facilities, vehicles and equipment.
  • Establishing and maintaining effective working relationships with co-workers, and working as a team member with other emergency services agencies.
  • Operating and maintaining computer and communications equipment.
  • Communicating clearly and concisely, both verbally and in writing.

MINIMUM QUALIFICATIONS:

Education and Experience:

Officer with the San Angelo Fire Department and Intermediate Fire Fighter Certification from the Texas Commission On Fire Protection (TCFP).

Preferred Qualification: Bachelor's degree in related field


Required Licenses or Certifications:

  • Must possess a valid class A/B Texas Commercial Driver License.
  • Applicants with an out-of-state driver license must provide an original certified driving record from the state of driving licensure.
  • Certifications for Firefighter from Texas Commission on Fire Protection (TCFP), Paramedic DSHS and Cardio-Pulmonary Resuscitation (CPR) are required.

Physical Demands / Work Environment:

  • Work is performed in a standard office environment, with occasional response to emergency situations.
  • Must maintain a level of physical fitness to meet Department standards.
