Duties

The Deputy Assistant Director (DAD) reports to and works closely with the Assistant Director (AD) of ERO's Field Operations Division, exercising delegated authority for the overall responsibility of monitoring field operations, including planning, directing, managing, and coordinating strategic domestic and international functions related to the arrest, prosecution, transportation, detention, and removal of aliens. The two Domestic Operations divisions - DAD, Field Operations (Domestic Operations - East) and DAD, Field Operations (Domestic Operations - West) - oversee and direct all field operations activities nationwide, ensuring field activities further ERO goals and policies and comply with leadership by the Secretary of Homeland Security, ICE Director, and ICE Health Service Corps. The DAD, Field Operations serves as an expert on ERO enforcement, detention, and removal operations, including governing laws, regulations, policies, and procedures. As such, the DAD advises the AD and represents the AD in advising ERO leadership on all aspects of assigned executive responsibilities, including overseeing, advocating for, and implementing ERO law enforcement operations in accordance with applicable laws, regulations, and policies. Additionally, the DAD, Financial Management Division is responsible for: Assisting in the development, oversight, and coordination of the implementation of policies and procedures; ensuring that ERO staff are kept informed of changes in laws, regulations, policies, and procedures; and providing timely advice on conditions or situations that may affect operations and administration in jurisdictional areas. Making major recommendations regarding significant internal and external program and policy issues affecting the overall organization, such as those involving political, social, technological, and economic conditions; and restructuring, reorienting, and recasting immediate and long-range goals, objectives, plans, and schedules to meet substantial changes in legislation, program authority, and/or funding. Serving as liaison with departmental, interagency, and community partners on ERO matters, including those of significant importance or sensitivity, as well as establishing and maintaining effective working relationships with various high-level individuals. Preparing and presenting briefings, and representing DHS, ICE, and ERO at meetings and conferences of other organizations regarding assigned programs. Actively addressing the evolving requirements of assigned programs using innovative solutions and partnerships within and outside the ICE organization, such as promoting increased collaboration and the capability to share valuable information and intelligence. Coordinating joint law enforcement operations and investigations that involve multiple local, county, state, and federal agencies. Ensuring mission effectiveness through the strategic and effective management of a large-scale supporting budget, and directing and managing large-scale law enforcement operations to efficiently achieve specified goals and objectives. Advising and deciding on means to minimize costs and maximize program efficiency, and partnering with senior DHS and ICE leadership to ensure that limited resources are strategically aligned with the evolving mission by defining the criticality of multiple projects, resolving conflicts, and negotiating amicable solutions. Overseeing programs with significant resources by monitoring and analyzing all personnel, financial, and material needs in order to ensure maximum cost-effectiveness in program operations. Exercising the full range of managerial and supervisory authorities available for the effective management of the division, providing technical and administrative supervision to a staff of subordinate managers.

EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the TQs listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. This includes, when necessary, the ability to lead people through change and to hold individuals accountable. ECQ 5: Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors. Note: If you are a member of the SES or have been certified through successful participation in a U.S. Office of Personnel Management (OPM)-approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs. Instead, you should attach proof (e.g., SF-50 or certification by OPM's SES Qualifications Review Board (QRB)) of your eligibility for noncompetitive appointment to the SES.

Law Enforcement Retirement: This position carries secondary law enforcement coverage as provided by 5 U.S.C. § 8336(c) and § 8412(d) for eligible law enforcement employees, which does not carry mandatory retirement.
