Duties
You will serve as Contracts SME with responsibility for managing, administering, negotiating, and evaluating the effectiveness of assigned contracts and ensuring compliance with all applicable regulations within the statements of work.,You will maintain, manage and negotiate all MOUs and MOAs.,You will manage the annual budget to ensure funds are used in accordance with the NCIS operating budget and forecast budget requirements for out years.,You will formulate budget and cost estimates to support plans, programs, and activities, including presenting and defending budget estimates.,You will prepare and present briefings covering status of pending and approved contracts.,You will serve as the Contracting Officer's Representative (COR) and/or Contracting Officer's Technical Representative (COTR) of assigned contracts.,You will ensure taskers are recorded in the tracking database, determine appropriate action officer, assign due dates, and follow up to ensure timely response.,You will conduct in-depth research prior to negotiations to ensure the proper facts, specific needs, and correct regulations are identified and applied.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience managing, administering, negotiating and evaluating the effectiveness of assigned contracts ensuring compliance with all applicable regulations. Experience serving as a Contracting Officer's Representative (COR) and/or Contracting Officer's Technical Representative (COTR) of assigned contracts. Experience developing and presenting briefings to senior officials related to the status of contracts and memorandums. Experience maintaining, managing and negotiating all Memorandums of Agreements (MOAs) and Memorandums of Understanding (MOUs). Experience conducting in-depth research prior to negotiations to ensure proper facts, specific needs, and correct regulations are identified and applied.
