Duties
You will be responsible for project-level management required to establish project priorities and milestones.,You will manage cost, schedule, and highly technical facets of in-service project requirements for all carrier modernization availabilities.,You will lead in the developing, executing and monitoring of planned requirements at the project level.,You will practice accountability of project management through the phases of system acquisition and sustainment while ensuring effective defense systems are delivered to the warfighter.,You will be responsible for the application of the ship/systems acquisition processes, policies, regulations, principles and practices for all elements of project management.,You will provide program execution oversight and management for Deputy Portfolio Acquisition Executive (DPAE) Carriers (PMS 312) funded modernization efforts.,You will serve as the primary modernization liaison for all Participating Acquisition Resource Managers (PARMs) providing oversight of all modernization planning, integration and execution efforts.,You will enforce Navy Modernization Program (NMP) milestones for all alterations scheduled for CNO availabilities.,You will represent the Program Office in working level NMP meetings and waterfront planning / execution meetings.,You will work with technical authority warrant activities and Fleet commands, to assess technical, contractual and schedule risks and benefits of alternative approaches for achieving acquisition and modernization objectives for DPAE Carriers.,You will coordinate across DPAE Carriers and technical teams to support scheduling, planning, execution of Refueling Complex Overhaul (RCOH) transitions with lifecycle (e.g. infrastructure requirement) considerations.,You will provide monthly modernization advance planning metrics to Modernization/Acquisition Manager.,You will prepare internal and external correspondence pertaining to the In-Service Aircraft Carriers modernization program to communicate program requirements and manage projects.,You will generate and execute plans to control risks and develops fallback plans to ensure reduction of risks for PMS 312 sponsored alterations.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-03 (GS-13 equivalency) pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Conducting long range planning and execution of program or project requirements (financial management, budgeting, contracting) for the acquisition, in-service support, modernization, and repair of surface ships.
