The Medicaid Policy Coordinator operates as part of the OMI Operations Team and is responsible for collaborating with HFS, OMI, and the various parts of the University to identify current or impending problems, create solutions, and evaluate other proposed solutions required to ensure the success of OMI projects, goals, and objectives. The Medicaid Policy Coordinator helps plan, develop, and implement administrative and clinical healthcare initiatives and projects pursuant to the Interagency Agreement (IA) between the University and HFS.
Healthcare and Family Services (HFS) is Illinois' single state Medicaid agency and the state organization responsible for administering Illinois' Medical Assistance and Child Support programs.


DUTIES AND RESPONSIBILITIES

  1. Analyze, recommend, and develop policy and procedures regarding Medicaid services that will maximize Illinois resources, increase clinical quality, and ensure compliance with the federal Medicaid program. 
  2. Seek to foster innovation and employ best practices in the development of Illinois Medicaid-funded projects and initiatives. 
  3. Review and research new healthcare programs and procedure codes and make recommendations for policy around those programs and codes. 
  4. Make policy recommendations to OMI and HFS leadership to establish and finalize policy decisions. 
  5. Draft state plan amendments, waiver applications, and rules changes, at the request of HFS leadership.
  6. Provide policy expertise and technical assistance to HFS staff and stakeholders to ensure accurate and consistent understanding of the federal Medicaid program and Illinois' Medical Assistance program. 
  7. Other duties as assigned 


QUALIFICATIONS

Bachelor's degree.

A total of one (1) year (12 months) in education, training and/or work experience in policy administration in health, business, law, and or related field. (Note: Master's Degree in an area consistent with the duties of the position may be substituted for one (1) year of work experience.)

Based on position requirements, additional education, training, and/or work experience in the area of specialization inherent to the position, may be required.

Preferred Education:

  • Master's degree from an accredited college or university in a related field (health care administration, business, law or related field)

KNOWLEDGE SKILLS AND ABILITIES
  • Comprehensive understanding of health service administration, professional relationship development, and data management and analysis skills.
  • Must have excellent communication skills, for oral and written communication.
  • Must be able to quickly assess and analysis strategic business affairs to act in the best interest of OMI/HFS.
  • Ability to work well with a team.
  • Knowledge of Microsoft Office, with special emphasis on Excel is critical.
  • Comprehensive understanding of Illinois Medicaid delivery system and HFS Managed Care Organizations.

APPOINTMENT INFORMATION
This is a 100% Full Time Civil Service  Program Coordinator position. The expected start date is 5/15/2026. Sponsorship for work authorization is not available for this position. 

The budgeted salary range for the position is $70,000.00 - 80,000.00. Salary is competitive and commensurate with qualifications and experience, while also considering internal equity.
