Duties
Serves as the Official Mail Manager (OMM) and Motor Vehicle Operator (MVO) within the Official Mail and Distribution Center, interpreting, developing, and implementing command-wide mail policies and procedures based on DOD, DA, and USPS guidelines.,Manages the official mail program's finances, which includes tracking postal expenditures, auditing mail funds, and ensuring cost-effective use of postage.,Acts as the Contracting Officer Representative (COR) for postal contracts and serves as the hand receipt holder, managing the lifecycle of all postal equipment.,Coordinates the development/execution of the OMD security strategy by collaborating with INSCOM Continuity of Operations (COOP) representatives and the antiterrorism working group and conducts internal inspections to ensure regulatory compliance.,Acts as the lead staff officer advising leadership on official mail matters, represents the command at external meetings, and conducts training for personnel on proper mail procedures. Provides technical leadership/direction to assigned personnel.,Operates motor vehicles to safely transport and distribute mail—including sensitive and classified materials—across various locations while managing complex delivery schedules.,Picks-up, drops-off, and otherwise distributes mail and other mail matter of assorted size and weight throughout INSCOM HQ and satellite facilities.

MINIMUM QUALIFICATION REQUIREMENT: To qualify, your resume must describe at least one (1) year of specialized experience equivalent to the GG/GS-07 or higher grade level in Federal service OR one (1) year of specialized experience equivalent to the GG/GS-08 grade level or higher outside of the federal service which prepared you to do the work in this job. Specialized experience is defined as: 1. Interpreting and applying standard postal regulations (e.g., USPS, DOD, or organizational guidelines) to process official mail and resolve mail handling issues; AND 2. Tracking postal expenditures, maintaining mail center accounts, or operating postage equipment to ensure accurate billing and accountability; AND 3. Operating motor vehicles to transport and deliver mail or sensitive materials, including adhering to established security protocols and maintaining basic vehicle logs or records. Applicants will be evaluated to determine if they meet the minimum qualification requirements listed above. Additionally, your resume should show that you possess the following knowledge, skills and abilities (KSAs) associated with the position: 1. Skill and ability to interpret postal laws, statues, policies, directives, regulations and procedures to effectively manage a Mail and Distribution Center's operations. 2. Knowledge of mail handling techniques and equipment to assess and evaluate the effectiveness of possible alternative methods and equipment in light of current and future operations. 3. Knowledge of and skill in managing and accurately accounting for official mail resources, expenditures, and funds. 4. Knowledge of mail security plans and continuity of operations plans (COOP). 5. Knowledge of official mail control procedures, programs and publications to monitor, evaluate and perform inspections as required. 6. MUST possess a working knowledge of and be skilled in utilizing the Postage Meter. 7. Knowledge of contracting officer representative (COR) responsibilities. 8. Skills in both oral and written communication to effectively conduct training sessions, give briengs, prepare reports, and participate in working groups, meetings and conferences. 9. Skill and prociency in operating office automation equipment and utilizing various software applications (such as word processing, database, spreadsheet, and graphics programs) necessary to create, organize, store, and retrieve data, maintain databases, and prepare reports. 10. Ability to evaluate and analyze trends, identify and resolve problems, recommend more efficient procedures, and interpret and adapt guidelines. This position requires a 2 year trial period During which the agency evaluates your fitness and whether your continued employment advances the public interest.
