Under the direction of the Public Utilities Director, the Assistant Director is a member of the Department’s executive leadership team and provides strategic leadership for assigned functional areas while collaborating with internal and external stakeholders to support safe, reliable, compliant, and sustainable water, wastewater, and reclaimed water services.


This recruitment is for the Administration and Engineering Assistant Director within the Public Utilities department.
 

Position Duties

Essential Functions: -- Essential functions, as defined under the Americans with Disabilities Act, may include any of the following representative duties, knowledge, and skills. Essential duties and responsibilities may include, but are not limited to, the following:

  • Admin/Engineering Assistant Director 
    • Provides strategic leadership for engineering and key administrative support functions, including executive oversight of a substantial and complex portfolio of water, reclaimed water, and wastewater capital projects and direction of engineering services supporting utility planning, technical standards, design review, and engineering support for water, wastewater, and reclaimed water systems.
    • Oversees effective project delivery, project prioritization, delivery strategy, budget and schedule performance, consultant and contractor coordination, regulatory compliance coordination, finance/controller coordination, and business systems support.[TC1][MF2][TC3]
    • Leads program and project delivery practices for assigned initiatives, including scope development, schedule coordination, risk controls, quality expectations, and performance outcomes.
    • Oversees coordination with consultants and contractors supporting engineering and project delivery activities; supports contract administration and vendor performance monitoring consistent with City policy.
    • Develops, implements, and updates engineering-related policies, procedures, and guidelines; promotes continuous improvement in project and program delivery.
    • Provides executive oversight for compliance-related functions, including coordination of regulatory planning and reporting processes, as assigned.
    • Supports development and monitoring of budgets and resource plans associated with assigned functions; monitors expenditures and aligns resources with priorities and outcomes.
    • Provides leadership and support for enterprise asset management and related programs, including standards, governance, business processes, and performance reporting to support asset lifecycle planning and decision-making.
    • Oversees business systems support for utility operations, including coordination of SCADA support and other departmental software programs; ensures data integrity, reporting consistency, and support processes align with operational needs and City standards.
    • Partners with operations leadership to ensure asset management, SCADA, and business systems are configured and maintained to support reliable field and plant operations, reporting, and continuous improvement.
    • Coordinates with internal partners and external agencies to advance assigned initiatives; supports resolution of complex issues involving multiple stakeholders.
    • Supports department-wide safety and risk management initiatives as assigned.

Minimum Qualifications

Licenses, Certifications, and Equipment:
A valid State driver's license is required.
Experience supporting enterprise asset management and utility business systems—including SCADA and related operational technology (OT) support models—used to plan, track, monitor, and report on utility work, assets, and performance in a utility environment is preferred.

Assistant Director, Admin/Engineering:
Florida Professional Engineer (P.E.) licensure is preferred.
Demonstrated experience leading multi-disciplinary capital programs and managing consultant/contractor deliverables, schedules, budgets, and risk is preferred.

Education and Experience: 
Bachelor’s degree in Civil Engineering, Environmental Engineering, Industrial Engineering, Business Management, or a related field; Master’s degree in Business Administration, Public Administration, Engineering, Operations Management, Construction Management, Project Management, or a related field is preferred; AND five (5) years of responsible experience in water and/or wastewater utility operations, engineering, project management, design, construction management, or related utility functions, including at least two (2) years in a supervisory or managerial capacity within utilities; or an equivalent combination of education, training, and experience may be considered.
 

Other Qualifications

Knowledge of -

  • Knowledge of enterprise asset management concepts and practices supporting work management, data quality, asset lifecycle planning, and decision-making.
  • Knowledge of utility business systems, data governance principles, and SCADA/operational technology (OT) concepts sufficient to support safe operations, operational needs, and performance reporting.
Assistant Director, Admin/Engineering:
  • Knowledge of engineering principles and practices applicable to public utilities, including water, wastewater, and reclaimed water systems.
  • Knowledge of project and construction management methods, including scope, schedule, cost, quality, and risk controls.
  • Knowledge of budgeting, purchasing/procurement, and contract administration practices relevant to professional services and construction.
Skill in-
  • Skill in preparing and delivering clear, professional briefings and presentations to executive leadership, regulatory partners, governing bodies, and other stakeholders.
  • Ability to collaborate effectively with operations, engineering, finance, business systems, and compliance functions, and to communicate effectively with internal stakeholders, external agencies, consultants/contractors, and the public as assigned.
Assistant Director, Admin/Engineering:
  • Skill in planning, directing, and evaluating managers and professional staff.
  • Ability to analyze information, make sound recommendations, and exercise judgment consistent with City objectives and policy.
