DESCRIPTION
Under the direction of the Executive Director, Building Maintenance and Facilities Operations, the Analyst II, Energy Management is responsible for the development, implementation, and monitoring of the utilities budget, comprehensive energy and water management program for the school system.
This role oversees utility consumption, budgeting, and procurement; optimizes building system performance; and leads sustainability and cost-reduction initiatives across all facilities. Participates with Baltimore Regional Cooperative Purchasing Committee (BRCPC) to purchase energy futures to reduce cost of energy.
The role supports system-wide operational efficiency and the Strategic Plan by reducing utility costs, improving building performance, advancing sustainability goals, and ensuring safe and comfortable learning environments for students and staff.
MINIMUM QUALIFICATIONS
A combination of education and experience may be considered.
Education:
Bachelor’s degree from an accredited college or university.
Experience:
Four years of experience with energy conservation programs, building automation systems, or utility data analysis

Education:
Bachelor’s degree or higher in engineering, energy management, sustainability, environmental science, facilities management, or business administration.
Certification/Licensure:
Certified Energy Manager (CEM)
LEED Green Associate or LEED AP
Building Operator Certification (BOC)
Certified Measurement & Verification Professional (CMVP)
Experience:
Experience in energy management, preferably within public sector, K–12, higher education, or large institutional facilities.
Experience developing and implementing district-wide energy strategies or sustainability initiatives.
Familiarity with state and federal energy regulations, benchmarking tools, and grant or incentive programs.
ESSENTIAL POSITION RESPONSIBILITIES

Develops and leads a comprehensive energy management and sustainability program aligned with organizational goals.
Establishes long-term strategies for energy and water efficiency, cost control, and sustainability.
Develops and administers annual utility and energy budgets, including forecasting and risk analysis.
Identifies and implements cost-containment strategies such as demand response and rate optimization.
Serves as departmental lead for energy-related initiatives and cross-functional coordination.
Serves as liaison with local, state, and federal entities, governmental agencies, and community partners in support of energy sustainability initiatives.
Collaborates with construction, capital planning, and facilities teams to identify and implement energy and water conservation projects.
Conducts or oversees energy audits and facility assessments.
Develops lifecycle cost analyses and return-on-investment (ROI) evaluations to prioritize projects.
Develops and manages renewable energy initiatives (e.g., solar, Power Purchase Agreements).
Coordinates Energy Performance Contracting (EPC) projects with ESCOs.
Develops, supports, and coordinates behavioral-based energy conservation initiatives.
Monitors and analyzes energy and water consumption using EMS and utility management systems.
Establishes baselines, benchmarks (e.g., ENERGY STAR), and performance metrics.
Prepares and presents monthly, quarterly, and annual performance reports.
Evaluates program effectiveness and recommends improvements.
Identifies anomalies, trends, and opportunities; implements corrective actions.
Monitors performance and verifies savings from implemented projects.
Supports administration and optimization of Building Automation Systems (BAS/EMS).
Collaborates with HVAC and facilities staff to balance efficiency and occupant comfort.
Establishes control strategies, schedules, and system setpoints.
Supports commissioning and retro-commissioning efforts to ensure optimal system performance.
Serves as liaison with utilities, regulatory agencies, and service providers.
Ensures compliance with energy and environmental regulations.
Secures rebates, incentives, and funding opportunities.
Engages with local, state, and federal entities and community partners.
Works with administrators and staff to promote energy conservation practices.
Develops and delivers training, education, and awareness programs for staff, students and the community.
Works with school administrators and staff to promote energy conservation practices.
Manages procurement of electricity, natural gas, water, and other utilities, including rate analysis and supplier coordination.
Reviews, verifies, analyzes, and approves utility invoices and energy-related expenditures.
Maintains records, databases, and documentation of energy initiatives.
Stays current on industry trends and best practices.

The person selected for this position must meet all requirements of the physical examination administered by a medical service selected by the Howard County Department of Education.
Licensure
Possession of a Maryland Class C driver’s license and satisfactory driving record.
Prior to any employment offer, the selected candidate will need to provide a copy of their license and consent to a review of their driving record. For positions requiring a CDL, a query of your record will also be run in the Federal Drug & Alcohol Clearinghouse.
Working Hours
The duty day for this position is 8 hours including a one hour duty-free lunch.
This position will require occasional evening hours.

SELECTION CRITERIA
Applicants who meet the minimum qualifications will be included in further evaluation. EMPLOYMENT INFORMATION
Compensation
This is a 12-month per year position in the Howard County Education Association, Educational Support Professionals (HCEA-ESP) employee unit. The current salary range for this position is Grade 26 on the Technical Central Office and School Based salary scale, $102,370 - $154,260. Step placement will be in accordance with the salary procedures of the Howard County Public School System and the HCEA-ESP Master Agreement which considers relevant prior experience. Under the Fair Labor Standards Act, this position is exempt from overtime.
Telework Program
This position is eligible to participate after the first 120 working days of employment. Telework schedules will be subject to approval and determined by the department and/or supervisor.
Retirement
Membership in the Maryland State Retirement Agency (MSRA) pension plan is a mandatory condition of employment for all employees who meet the eligibility and membership criteria defined in the State Personnel and Pensions Article and the Code of Maryland Regulations (COMAR). A qualifying employee cannot reject membership, nor can an ineligible employee elect membership. The annual contribution to the pension plan will be 7% of an employee’s annual salary.
