Job Description

The Finance Department's Procurement Division is seeking qualified Procurement Specialists to join their team. 

"Candidates qualifications are considered during discussions about salary and the department considers options up to the midpoint of the range."

This position will be filled as a Procurement Specialist II (A.10, $57,012.80 -  $72,685.60) or as a Procurement Specialist III (A.13, $65,998.40 - $84,147.96) depending on qualifications.

Procurement Specialist IIs manage a high volume, fast-paced demanding procurement process for a broad array of goods and services for our resort city, including complex technology,  software requirements, municipal automotive fleet equipment, aviation equipment, marine and public safety equipment and services. 

Job duties include, but are not limited to:

  • Analyzing, evaluating and assessing the variables surrounding requests for highly sensitive and technical procurements
  • Accurately selecting, implementing and managing the most effective and efficient procurement methods
  • Managing the competitive solicitation process from technical development through contract award
  • Ensure compliance with all procurement laws, policies and procedures

Procurement Specialist IIIs coordinate highly complex and critical procurements required by the City, assist in the formulation of policies and procedures pertaining to procurement, particularly in the area of competitive negotiations; and assist purchasing staff when required.  They research, interpret, update and apply existing procurement laws, policies and procedures to ensure procurement methods utilized by the City are in accordance with City, state and federal laws; instruct internal and external personnel on laws, policies and procedures and critical issues pertaining to each procurement to ensure that applicable guidelines are followed.   

Job duties include, but are not limited to:

  • Coordinating competitive negotiation strategies with all parties involved to facilitate the procurement of complex purchases.  Revise solicitation documents as necessary to conform with City and state requirements; and solicit proposals and/or bids and plans.
  • Evaluate and respond to questions, complaints, protests and disputes in an effort to minimize conflicts resulting from the procurement process
  • Research, interpret update and apply existing procurement laws, policies and procedures to ensure procurement methods utilized by the City are in accordance with City, state and federal laws
  • Organizing and directing pre-proposal conferences , evaluation committees, and negotiation teams to provide clarification and to expedite the procurement process.  Review or draft award documents to notify vendors or successful bids.  Evaluate and respond to questions, complaints, protests and disputes in an effort to minimize conflicts resulting from the procurement process.
  • Interviewing prospective offers and bidders to update existing knowledge of market conditions and assist City departments by providing market information needed for tactical and strategic planning.  Assist purchasing staff in securing complex purchases when required.

This position may be eligible for remote work up to two days per week.
