Duties
Serves as Team Lead and Transportation Officer for Transportation Team, Defense Contract Management Agency (DCMA) Transportation Group.,Responsible for directing the work of Traffic Management, Freight Rate or Transportation personnel engaged in transportation and traffic management.,Provides guidance and technical assistance on DCMA transportation matters to contractors, DCMA personnel, procuring activities, and finance personnel and performs related support duties.,Approve carrier payment through Third Party Payment System and certifies Third Party Payment System Summary Invoice (PSI).
Qualifications
To qualify for a Traffic Management Specialist, your resume and supporting documentation must support: Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Managing or participating in managing a transportation or traffic program involving (1) operating a transport or traffic system to move passengers or commodities of an organization when there is accountability for operating costs, (2) operating a transportation system to provide common carrier types of services to shippers, and (3) procuring common or other carriers and other transportation services to move an organization's personnel, freight, and/or other commodities. Conducting or participating in conducting surveys and studies of the traffic management function, operating methods, procedures, and performance. Making presentations on traffic matters before Federal, State, or local regulatory bodies. Performing loss and damage prevention work when this included responsibilities such as policy and procedures formulation and studies of traffic operations and services. Negotiating with carriers and/or regulatory bodies on questions of rates, transit privileges and charges, special services and charges thereof, and classification of commodities. Providing advisory service involving commodity analysis from the transportation standpoint.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level. Acquisition, Technology & Logistics(AT&L) NON-CAP: Position requires DoD Acquisition , Life Cycle Logistics, Foundational certification within required timeframes. Permanent Change of Station (PCS) expenses may be paid in accordance with the Joint Travel Regulation (JTR). If an employee brings an infant or toddler (up to 3yrs of age) to an overseas location, and that infant or toddler is entitled to attend the DoDEA on a space-required basis, then the Military Dept. responsible for Early Intervention Services will provide the infant or toddler with the required EIS. Movement OCONUS may require you to initiate a change in your health benefits plan to ensure coverage.
