Duration: 12 Months (May 12, 2026 – May 10, 2027) + Optional Extension
Engagement Type: Contract (Full-Time – 7.25 hrs/day)

Overview
Service New Brunswick (SNB), under the Provincial Health Application Services (PHAS) branch, is seeking a Programmer Analyst (PA2) to support mission-critical health systems used by Regional Health Authorities and the Department of Health.
The role involves development, maintenance, enhancement, and support of complex health applications, with a focus on SSRS reporting, SSIS integration, and database systems. The successful candidate will work in a hybrid of operational support and project-based delivery within a highly regulated healthcare environment.

Requirements

Key Responsibilities
  • Design, develop, implement, and maintain SSRS reports
  • Develop and manage SSIS packages and ETL processes
  • Support health analytics and reporting systems
  • Develop .NET-based user interfaces
  • Troubleshoot application, database, and reporting issues
  • Collaborate with stakeholders including Business Teams, DBAs, and Architecture groups
  • Ensure compliance with enterprise architecture, privacy, and security standards
  • Maintain technical documentation and contribute to knowledge repositories
  • Participate in release cycles, incident resolution, and system enhancements

Mandatory Requirements (M1–M8)
Candidates must meet ALL of the following:
M1 – Education
  • University degree in Computer Science or related discipline
  • Equivalent combination of education and experience may be considered
M2 – IT Experience
  • Minimum 10 years of IM/IT experience
M3 – Health Domain Experience
  • Minimum 2 years supporting health applications
  • Must be within a Canadian Provincial Health Authority or Department of Health
M4 – SSRS Expertise
  • Minimum 6 years experience designing, developing, maintaining, and troubleshooting SSRS reports
M5 – SSIS Expertise
  • Minimum 6 years experience with SQL Server Integration Services (SSIS)
  • Must include creation and maintenance of SSIS packages
M6 – Communication Skills
  • Strong written and verbal communication skills in English
M7 – Availability
  • Must be available to start immediately onsite in Fredericton, NB

Scored Requirements (S1–S8)
Candidates will be evaluated and scored based on the following:
S1 – Health Analytics Systems (Recent Experience)
  • Minimum 2+ years (within last 5 years) as a Senior Programmer/Developer
  • Experience in health analytics/reporting systems for Canadian provincial health organizations
S2 – Database Technologies
  • Minimum 6+ years experience with:
    • SQL Server (2012 or later)
    • Oracle (preferred)
S3 – SSRS Development
  • Minimum 6+ years experience designing, developing, implementing, and maintaining SSRS reports
S4 – SSIS Development
  • Minimum 6+ years experience designing, implementing, and troubleshooting SSIS packages
S5 – Database Development
  • Minimum 6+ years experience with:
    • Tables, views, stored procedures
    • Functions, indexes
    • Performance tuning and troubleshooting
S6 – .NET Development
  • Minimum 5+ years experience designing and building user interfaces using .NET technologies
S7 – Cognos/Impromptu Reporting
  • Minimum 3+ years experience analyzing, troubleshooting, and converting Cognos/Impromptu reports
S8 – Technical Solution Delivery
  • Minimum 7+ years experience delivering and managing technical solutions in operational environments

Work Environment
  • Primary work location: Fredericton, NB (onsite)
  • Limited remote work may be permitted with approval
  • Occasional after-hours/weekend work (pre-approved)
