About the Department
Overall Responsibility for the supervision of employees in the financial services area that perform accounting and financial tasks covering all of the College’s fund types.
ESSENTIAL DUTIES AND RESPONSIBILITIES
These requirements are a representation of the types of duties and responsibilities that will be required of positions given this title and shall not be construed as an exhaustive list of specific duties and responsibilities. Management may direct employees to perform job-related tasks other than those specifically presented in this description.
- Assists the Comptroller and the AVP of Finance in recommending accounting policies, and interpreting laws and regulations applicable to the College in accordance with Generally Accepted Accounting Principles (GAAP), requirements established by the Governmental Accounting Standards Board (GASB), federal regulations, Accounting Manual for Florida’s Public Community Colleges, and College Board rules and procedures.
- Prepares various collegewide financial reports such as, the Annual Financial Report, IPEDS Report, Distributive Aid and Financial Aid Fee Reports, and other financial reports as needed.
- Provides leadership and direct supervision to Financial Services staff that perform the daily accounting operations to include daily accounting, banking functions, auxiliary budgets and deposits, grants, construction and plant funds, scholarships, student accounting, and agency funds. Ensures, that the financial transactions associated with the daily accounting operations, are closed each month.
- Responsible for preparing portions of collegewide financial reports for review by the Comptroller and/or the AVP of Finance, for review, prior to presentation to various stakeholders such as Granting Agencies, State of Florida, and the District Board of Trustees.
- Responsible for planning, recommending and implementing, the Title IV Overpayment process, other Federal Aid issues, and ensuring compliance with federal regulations.
- Responsible for the oversight of tuition and fees and the establishment of new accounts in the student system based on best practices.
- Assists the Comptroller and the AVP of Finance in the areas of financial accountability and internal controls.
- Supports the Comptroller and the AVP of Finance in working with the Auditor General’s staff on the annual audits.
- Consistently seeks and promotes new and more efficient ways to improve operations within the Financial Services Office.
- Responsible for motivating, training, and evaluating employees being supervised.
- Prepares and updates job descriptions for positions in areas of responsibility.
- Collaborates with other College departments in a team approach to ensure financial operations and accounting transactions are properly recorded and processed. Coordinates with the College’s Financial Aid staff in the reconciliation of all scholarships and work study accounts.
- Responsible for cash management including cash forecasting and investment of funds between the College’s depository account, State Board of Administration (SBA), and the Special Purpose Investment Account (SPIA) to maximize earnings.
- Assists in management of fiscal year-end close process.
- Maintains currency of knowledge related to job duties by attending state and national meetings.
- Exhibits initiative, enthusiasm, collegiality, and teamwork in accomplishing the responsibilities of the position.
- Serves on committees as appropriate.
- Performs other duties as assigned.
MINIMUM REQUIREMENTS
EDUCATION REQUIREMENTS / QUALIFICATIONS
- Bachelor’s degree in Business or Accounting from a regionally accredited institution
- A minimum of five years of full-time professional accounting experience with one year of supervisory experience.

- Ability to travel as required

PREFERRED QUALIFICATIONS
- Master’s degree in business or related field from a regionally accredited institution
- One-year experience with fund accounting
- Certified Public Accountant
