The Position:
The AAP (Accountability to Affected People) and Disability Inclusion (AAP/DI) Analyst supports the integration of accountability, participation and inclusive approaches across UNFPA programming in Afghanistan. The position contributes to ensuring that humanitarian and Basic Human Needs (BHN) interventions are responsive to the needs, priorities and feedback of affected populations, particularly women, girls, adolescents, youth and persons with disabilities.
Working within a complex Country Office environment, the incumbent analyses and assesses programme implementation practices related to Accountability to Affected People (AAP) and Disability Inclusion (DI), supporting the strengthening of community engagement systems, inclusive service delivery approaches and accessible feedback mechanisms. The role contributes to ensuring that UNFPA programmes remain people-centred, safe, equitable and aligned with UNFPA corporate standards and inter-agency commitments on accountability and inclusion.
The AAP/DI Analyst works closely with programme teams, operations units, implementing partners and coordination mechanisms to strengthen inclusive programming, community participation, monitoring systems and knowledge management related to accountability and disability inclusion.
The position reports directly to the Nexus Coordination Specialist.

Job Purpose:
The AAP/DI Analyst provides technical and analytical support to ensure the systematic integration of Accountability to Affected People (AAP) and Disability Inclusion (DI) across UNFPA humanitarian and Basic Human Needs (BHN) programming in Afghanistan.
The incumbent supports the design and implementation of community engagement mechanisms, accessible feedback and complaints systems, disability-inclusive programming approaches and monitoring frameworks. The role contributes to strengthening the capacity of UNFPA staff and implementing partners to apply inclusive and accountable programming approaches, while supporting coordination with relevant humanitarian and BHN partners.
Through analysis of community feedback, programme monitoring data and field engagement, the position contributes to improving programme quality, strengthening accountability and promoting inclusive access to services for women, girls, young people and persons with disabilities.
You would be responsible for:
Strengthening Accountability to Affected People (AAP)
- Support the design, implementation and monitoring of UNFPA’s AAP strategies and approaches across humanitarian and Basic Human Needs (BHN) programming .
- Ensure functional and accessible feedback and complaints mechanisms (FCMs), including confidential channels for sensitive complaints (e.g. PSEA-related), are established and monitored across UNFPA-supported facilities and partners.
- Collect, analyze and synthesize community feedback data and produce regular reports to inform adaptive programming and evidence-based decision-making.
- Support meaningful community engagement, including consultations with women, adolescents, youth, persons with disabilities, and marginalized groups.
- Provide technical guidance and capacity building to implementing partners on AAP principles, community engagement, and safeguarding.
- Assist in coordination of the inter-agency AAP and DI working group and coordination mechanisms at national and sub-national levels, to ensure inter-agency, coordination, accountability and community engagement.
Advancing Disability and Inclusion (DI) in Programming
- Support the implementation of UNFPA’s Disability Inclusion Strategy at country level, ensuring integration of disability-inclusive approaches across programmes.
- Promote the meaningful participation of persons with disabilities and their representative organizations in programme design, implementation and monitoring.
- Assist in conducting accessibility and inclusion assessments of UNFPA-supported facilities, services and information materials, and recommend practical improvements.
- Support the integration of standardized disability-disaggregated data collection tools in assessments and monitoring frameworks.
- Provide technical inputs and capacity-building support to UNFPA staff and implementing partners on inclusive programming, reasonable accommodation, and non-discrimination.
- Strengthen partnerships with organizations of persons with disabilities (OPDs) and relevant stakeholders to strengthen inclusive programming.
Monitoring, Reporting and Knowledge Management
- Support the development and tracking of AAP and DI indicators, ensuring alignment with UNFPA Strategic Plan, Country Programme Document/DI strategy and humanitarian response frameworks.
- Contribute to the preparation of donor reports, situation reports, annual reports and other corporate reporting requirements related to AAP and DI.
- Document good practices, lessons learned and case studies to promote continuous improvement and learning.
- Support risk analysis and mitigation related to accountability, inclusion and safeguarding in programme implementation.
Capacity Building and Coordination
- Support the organization and facilitation of training sessions, workshops and awareness sessions for UNFPA staff and partners on AAP and DI.
- Support integration of AAP and DI in programme documents, proposals, budgets and partnership agreements.
- Maintain collaborative working relationships with implementing partners, humanitarian and BHN actors, coordination bodies and local authorities.
- Contribute to resource mobilization efforts by providing technical inputs on AAP and DI in funding proposals.
Perform any other duties as may be assigned by the supervisor or designated authority.
Qualifications and Experience:
Education:
Advanced university degree in social sciences, international development, disability studies, human rights, humanitarian affairs, or a related field.
Knowledge and Experience:
- At least 2 years of progressively responsible professional experience in humanitarian or development programming, preferably in AAP, community engagement, safeguarding, disability inclusion, protection, gender, or related areas is required.
- Demonstrated experience in supporting community feedback mechanisms, inclusive programme design, or working with organizations of persons with disabilities is required.
- Experience working with UN agencies, international NGOs, national NGOs, or government counterparts is an asset.
- Knowledge of humanitarian coordination architecture and nexus programming in fragile contexts is desirable.
Languages:
Fluency in English and local language Dari and/or Pashto is required. Working knowledge of other UN languages would be an asset.
