Job Description

The Fair & Responsible Banking Officer is responsible for ensuring organizational compliance with applicable federal and state fair lending and consumer protection laws, including ECOA, HMDA, FHA, CRA, and UDAAP. The role leads and supports the Bank’s Fair Lending and Fair & Responsible Banking programs, conducts risk assessments and data analytics, oversees regulatory reporting for lendingrelated requirements, and partners with business lines and leadership to strengthen controls, processes, and compliance culture.

Responsibilities

  • Maintain the Bank’s Fair & Responsible Banking / Fair Lending Program, Policies, Standards, and Procedures, ensuring full alignment with federal and state antidiscrimination laws, UDAAP expectations, and broader consumerprotection requirements.
  • Oversee governance activities including policy updates, documentation, and regulatory change monitoring.
  • Oversee annual Fair Lending risk assessments consistent with Federal Reserve expectations and coordinate ongoing UDAAP and fair banking monitoring.
  • Direct comprehensive statistical analysis, process evaluations, complaint trend reviews, and other monitoring necessary to identify risks.
  • Develop and oversee processes to validate, track, remediate, and report corrective actions arising from internal reviews, audits, or regulator findings.
  • Serve as the Bank’s subject matter expert on Fair Lending, Equal Credit, Fair Credit Reporting, UDAAP, and related consumer compliance laws.
  • Assist the Director of Compliance with regulatory exam preparation, onsite support, responses, interim inquiries, and exit meetings.
  • Oversee the quality assurance, integrity, retention, and timely reporting of HMDA data and small business/small farm lending data required under CRA.
  • Prepare, analyze, and deliver quarterly key risk metrics, dashboards, and fair lending/CRA analytics to senior management and governance committees.
  • Lead the Bank’s complaint management program, performing trend analysis, identifying emerging risks, and providing practical, actionable, and costeffective recommendations to business owners.
  • Serve as a member of the Product & Services Strategic Implementation Committee, ensuring products, services, and delivery channels align with consumer protection and antidiscrimination requirements.
  • Collaborate closely with the CRA Officer and broader compliance team, including crosstraining to ensure cohesive regulatory coverage and unified program governance.
  • Support and deliver compliance training related to Fair Lending, UDAAP, and fair banking.
  • Lead, mentor, and develop a team responsible for executing fair lending and fair banking initiatives; provide direction, performance management, and professional development to ensure highquality analytical and compliance work.
  • Assist with major compliance initiatives and regulatory implementations, including DoddFrank Section 1071, system enhancements, and crossdepartmental projects impacting consumer fairness and lending data.
  • Other duties as assigned.

Qualifications

  • Bachelor’s degree in business or related field OR combination of equivalent relevant work experience and high school diploma, GED, or equivalent required.
  • 7+ years’ progressive experience in banking compliance or related field, with primary concentration of that experience in fair lending compliance required. Previous supervisory or management experience strongly preferred.
  • CRCM (Certified Regulatory Compliance Manager) designation strongly preferred. 
  • Comprehensive knowledge of ECOA, FHA, HMDA, SCRA, MLA, UDAP/UDAAP, and CRA Loan Data Collection requirements.
  • General knowledge of other federal and state banking laws, rules, and regulations.
  • Ability to analyze federal consumer protection regulations and apply them in real-world contexts.
  • Excellent analytical and problem-solving skills with the ability to work independently and manage multiple tasks concurrently.
  • Strong computer skills with proficiency in MS Outlook and Office suite of products required; must have advanced skill level in Microsoft Excel. Experience with related industry systems and software a plus.
  • Sound organizational skills and attention to detail.
  • Excellent verbal, written, and interpersonal communication skills with the ability to interact with all levels of Bank personnel.
