GENERAL SUMMARY:
Under the direction of the Vice President of Mission Services, The Program Manager – Veterans Services is responsible for leading and growing Goodwill’s programs that serve veterans while also supporting broader workforce development and mission services objectives across the organization. This role ensures programs operate effectively, meet performance goals, and deliver meaningful outcomes for the individuals we serve.
The position requires someone who can manage day-to-day operations, build relationships with partners, and help expand services, especially for veterans transitioning into the workforce.
ESSENTIAL DUTIES & RESPONSIBILITIES:
Program Leadership (Veterans Focus)
- Oversee all veteran-focused programs, including workforce development, job readiness, and supportive services
- Ensure programs are meeting contract requirements, funding expectations, and performance goals
- Track outcomes such as job placements, certifications, and program completions
- Identify gaps in services and recommend improvements or new program opportunities
Program Operations (All Services)
- Support the execution of other mission programs, including employment preparation, work experience, and referral services
- Monitor program performance and ensure consistent service delivery across locations
- Maintain accurate documentation and reporting in case management systems
- Ensure compliance with all funding and regulatory requirements
Partnership Development
- Build and maintain relationships with veteran organizations, employers, and community partners
- Identify opportunities to expand services through partnerships and grants
- Represent Goodwill in the community at meetings, events, and workforce initiatives
Team Leadership
- Supervise program staff and provide ongoing coaching and support
- Set clear expectations and hold staff accountable for performance
- Support hiring, training, and development of team members
Data & Performance Management
- Track and report key metrics (services delivered, placements, retention, etc.)
- Use data to improve program effectiveness and participant outcomes
- Prepare reports for leadership, funders, and internal stakeholders
Requirements
QUALIFICATIONS:
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements below represent the required knowledge, skill, and/or ability.
Basic Qualifications of the Role:
- Associate’s degree required; bachelor’s degree in a related field preferred
- Minimum of one year of supervisory experience required
- Three or more years of experience in program management, workforce development, or human services preferred
- Strong organizational and leadership skills with the ability to manage multiple priorities
- Comfortable working with data, reporting, and performance metrics
- Strong communication and relationship-building skills
Preferred Experience
- Military service or experience working with veterans or military populations strongly preferred
- Experience in workforce development or job placement programs
- Experience with government-funded programs, including grants or contracts
- Familiarity with case management systems such as CaseWorthy or similar platforms

POSITION INFORMATION:
This is a full-time, exempt position eligible for Medical, Dental, Vision, Life Insurance; 403(b) retirement plan; Flex-Time Off. This position is employed by Goodwill Industries® of Sacramento Valley and Northern Nevada, Inc.

This position primarily operates in an office environment with frequent use of computers, phones, and standard office equipment. The role also includes regular local travel to community partner sites, Department of Rehabilitation (DOR) offices, and off-site meetings or events.
While performing the duties of this job, the employee is regularly required to sit, stand, walk, use hands and fingers, reach with arms, communicate effectively, and occasionally lift or move items up to 20 pounds. On rare occasions, lifting or moving up to 50 pounds may be necessary. The work environment may occasionally be fast-paced with shifting priorities and deadlines.
Specific vision abilities required may include the ability to view computer screens and read printed materials.
