Reporting Relationship: Reports to Chief Clinical and Ancillary Services Officer (CCAO)
Primary Accountability:
This dual-role position combines Level IV Trauma and Emergency Preparedness management. The employee is responsible to ensure coordinated oversight of trauma system performance, emergency operations readiness, regulatory compliance, and organizational resilience.
Level IV Trauma Responsibilities
Responsible for coordination, oversight, regulatory compliance, and performance improvement of the Level IV Trauma Program in alignment with state designation requirements and national trauma standards.
Major Duties:
- Coordinates development, implementation, and monitoring of the Level IV Trauma Program.
- Prepares for trauma designation site visits, audits, and surveys.
- Oversees trauma registry data collection, abstraction, validation, and submission.
- Analyzes trauma data to identify trends and improvement opportunities.
- Develops and maintains a trauma Performance Improvement (PI) plan including indicators and audit filters.
- Collaborates with the Trauma Medical Director, Acute Care Manager, hospital administration, and clinicians to ensure trauma program readiness and compliance and to assess policy and protocol needs related to trauma care.
- Supports trauma-related staff education, competencies, and mock trauma scenarios.
- Fosters relationships with EMS agencies and referral facilities to strengthen the regional trauma system.
- Maintains compliance with all applicable federal, state, and organizational regulations.
- Participates in the development and planning of goals and objectives related to trauma patients.
- Represents the Trauma Program on hospital and community committees to enhance trauma care management.
- Monitors performance of hospital staff involved in the care of trauma patients.
- Coordinates and schedules trauma meetings including case reviews as necessary.
- Collaborates with the Safety Committee on injury prevention activities pertinent to trauma data.
Emergency Preparedness Responsibilities
The Emergency Preparedness Manager is responsible for facilitating disaster response and recovery by assessing hazards, developing and updating emergency operations plans, training all facility personnel with drills and exercises, and maintaining emergency resources in order to minimize risk to people and property.
Major Duties:
- Ensures emergency management program meets regulatory agency requirements through monitoring of state and federal emergency management preparedness standards.
- Collaborates with regional healthcare coalition and local emergency management in matters of regulatory compliance, emergency management, and safety issues.
- Maintains and updates the Emergency Operations Plan (EOP).
- Develops, updates, and provides training on preparedness policies and procedures.
- Provides KDHE internet “Emsystem” training.
- Coordinates the implementation of the hospital emergency preparedness program.
- Ensures Gove County Medical Center (GCMC) is compliant with required training and testing as outlined in the CMS Appendix Z – Emergency Preparedness State Operations Manual.
- Uses After Action Report (AAR), evaluations, and lessons learned in testing/exercises to enhance the EOP and level of preparedness for GCMC staff.
- Ensures National Incident Management System (NIMS) and Hospital Emergency Response Team (HERT) trainings are completed as necessary by GCMC employees.
- Administers WebEOC, Web eICS, and other emergency platforms as required.
- Maintains emergency equipment, radios, and related emergency response resources.
- Attends Northwest Kansas Preparedness Healthcare Coalition and local Gove County LECP meetings as appropriate and applicable.
- Ensures State ID badges are assigned to appropriate GCMC staff and CRMCS data entry is complete.
- Maintains and administrates GETS card and account for GCMC.
General Expectations:

Minimum Qualifications:
- Active, unencumbered Registered Nurse (RN) license.
- Clinical experience in emergency, critical care, or trauma preferred.
- NIMS 100, 200, 300, 400, 700, and 800 certified (or obtained as soon as reasonably possible).
- Crisis Prevention Intervention (CPI) and Decontamination Team training preferred.
Physical Demands:
- Eye/Hand, Eye/Foot, Hand/Foot Coordination.
- Normal eyesight, with or without corrective lenses.
- Normal hearing, with or without hearing aids.
- Motor coordination and manual dexterity.
- The ability to bend, stoop, crawl, and kneel.
- The ability to exert 50 to 100 pounds of force occasionally, and/or 25 to 50 pounds of force frequently, and/or 10 to 20 pounds of force constantly.
