Job Description

Arlington County's Department of Environmental Services (DES) is seeking a Water/Sewer/Streets (WSS) Crew Leader to work within the Water Maintenance section and provide on-site leadership to water maintenance teams which specialize in the maintenance, replacement, repairs, and new installations of water mains, and water related emergencies, as well as tasks related to vegetation restoration, potholes, asphalt patches, and concrete curb and gutter. This position reports to the Trades Manager/Leader I and assumes the role of the Trades Manager/Leader I in his/her absence.
 

Responsibilities

Specific duties include:

  • Working with the supervisor in scheduling crew work and providing technical expertise and feedback to crew members on all areas related to water maintenance and asphalt and concrete work while resolving on-site issues;
  • Directing crew members on-site in technical procedures involving asphalt and/or concrete maintenance, utility repairs (water & sewer), and construction project management;
  • Ensuring new team members are trained and apply safety precautions, and ensuring that supplies, tools, materials and equipment are available for the job;
  • Interacting with citizens, contractors, Miss Utility locators, engineers, and surveyors to coordinate project completion;
  • Utilizing asset management systems to complete administrative operations including time sheets, material tickets, hired equipment tickets, and daily project reports;
  • Using Microsoft Office and database software to complete daily tasks, create various reports, and communicate via email; and
  • Responding and mobilizing the team in emergency situations, including communicating with appropriate staff.

The ideal candidate is dedicated, well organized and willing to respond to emergencies as needed and has technical knowledge and experience leading or guiding the work of staff, with the ability to perform maintenance and repair in the areas listed above. Strong written and verbal communication skills are essential as this position involves explaining details and providing instructions. Computer skills are also critical as the crew leader will create reports, utilize the work order system and respond to emails.
 

Qualifications

Minimum:

  • High school diploma/GED or equivalent;
  • Three (3) years of experience in public works, construction or another trade vocation that demonstrates the ability to perform skilled manual maintenance and/or construction including one (1) year of trades work that includes responsibility for providing leadership to other trades workers and/or managing trades projects; and
  • Possession of valid Class "A" or "B" Commercial Driver's License (CDL). See Special Requirements section below.

Substitution: Additional qualifying experience may be substituted for up to two years of the education requirement on a year-for-year basis. Technical training may substitute for up to one year of the experience requirement on a year-for-year basis.


Desirable:  Preference may be given to candidates with experience in one or more of the following:

  • Performing as a team lead or lead worker in construction or maintenance operations;
  • Performing daily construction, maintenance and repair in water maintenance and one other technical area, including sewer or streets maintenance operations.
  • Using Microsoft Office Suite software to perform administrative functions such as time reporting, activity, personal injury, accident and vehicle reports;

     and/or

  • Possession of or ability to obtain the following certifications: Confined Space Entry, VDOT Intermediate Work Zone Safety certification.

SPECIAL REQUIREMENTS

  • A pre-employment criminal records check will be conducted.  It may include checks of the following: criminal record, driving record, education, reference check, professional licensure, and credit history. You may be required to sign a release authorizing the County to obtain your background information.
  • The applicant must authorize Arlington County to obtain, or the applicant must provide a copy of the applicant's official state/district driving record. Any offer of employment will be contingent upon a favorable review of the applicant's driving record and passing a pre-employment drug screening and alcohol breath test as required by applicable standards.
  • The successful applicant will be subject to drug screening, at such times during employment, as required by federal, state and local standards and policies.
  • The employee will be On-call duty on a weekly rotating basis which includes assisting the Trades Manager with preparing the on-call stand-by list.

Licenses/Certifications:  Based on assignment, must have one or more of the following and some certifications may be obtained within one year of hire.

  • Confined Space and/or Excavation Certification*; and/or
  • Virginia Department of Transportation Intermediate Work Zone Certification*; and/or
  • Commercial Driver's License (CDL's typically required in Streets, Sewer and Water Maintenance sections);
    *May also have an equivalent certification from another jurisdiction with the ability to obtain a Virginia certification within one year of hire date.

Working Conditions

  • The worker performs activities outdoors.
  • The worker is subject to hazards such as being near moving vehicles and mechanical parts, electrical currents, exposure to high heat, chemicals, and/or biohazardous waste. 
  • The worker is subject to one or more of the following conditions: fumes, odors, dusts, dirt, mists, drafts, loud noises, gases or poor ventilation, oils, and other cutting fluids. 
  • The worker spends long periods of time standing, crouching, stooping, bending, lifting, pushing, pulling, carrying, and/or working in confined spaces and lighting light to heavy objects and equipment. 
  • The worker is required to wear common protective gear or safety equipment such as safety shoes, glasses, gloves, hearing protection, and/or hard hats.
  • The worker will be required to respond to after-hour calls and emergency situations and mandatory overtime may be required on short notice.

Physical Requirements:
Heavy Work: Exerting up to 100 pounds of force occasionally and/or up to 50 pounds of force frequently, and/or up to 20 pounds of force constantly to move objects.

ADDITIONAL INFORMATION
Work Hours: 6:30 a.m. to 3:00 p.m., Monday through Friday during Spring, Summer and Fall. 2:00 pm to 10:30 p.m., Monday through Friday during Winter.  Employee must be available for call back in emergency situations, particularly during snow removal season.
