Duties
Writes, disseminates and interprets the Property Management Manual (PMM), Technical Reference Manual (TRM), SENTRY TRM and two Property Officer (PO) Training manuals. Assists in the review, preparation and approval process for temporary land permits, grants of right-of-way easements, including the acquisition and maintenance of titles, deeds, metes and bounds, surveys, judications and maps. Assists with the Bureau Employee Transits Subsidy (BETS) program which tracks and disburses Transits Subsidies. Provides technical assistance to office staff and field Inventory Management Specialist by recommending ways to improve the quality and quantity of work.

Qualifications
To be considered for the position, you must meet the following qualification requirements: Education: GS-11: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Graduate education must provide the applicant with the knowledge, skills, and abilities necessary to perform the duties of the position. GS-12: There is no substitution of education for specialized experience for this grade level. OR Experience: GS-11 and GS-12: You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level. To be creditable, this experience must have equipped the applicant with the particular qualifications to perform successfully the duties of the position, and must typically be in or related to the position to be filled. Some examples of this qualifying experience are: GS-11: Experience applying property management procedures and applicable policies and regulations as well as a working knowledge of procurement and acquisition procedures. Experience in a full range of real and personal property acquisition and disposal, principles, and procedures, and all applicable department and government-wide regulations, directives, and GAO decisions and cases to plan and carry out property management programs. Experience evaluating, classifying, and reviewing property, reporting and making recommendations for final disposition of property. GS-12: Experience applying property management procedures and applicable policies and regulations to include OMB Circulars, Federal Property Management regulations, Justice Property Management regulations, Code of Federal Regulations, and GAO Principles. Experience interpreting statues, laws, policies and regulations related to property management and initiates changes to policies and procedures. Experience providing advice and assistance to management; ensuring compliance with Federal regulations relative to property management. Experience writing, disseminating and interpreting property management regulations, policies and procedures. OR Combination of Education and Experience GS-11: A combination of education and experience. This experience must have equipped you with the qualifications to perform the major duties of this position as described above. If applicable, credit will be given for paid and unpaid experience. Other Information
The representative rate for this position is $112,657 per annum ($53.98 per hour). Special Conditions of Employment Section: Appointment is subject to satisfactory completion of a urinalysis, physical, and background investigation. Current Federal Law Enforcement Employees: A prerequisite of the secondary law enforcement position is the completion of the mandatory courses in "Introduction to Correctional Techniques Phase I and Phase II". If you have not completed the mandatory courses in "Introduction to Correctional Techniques Phase I and Phase II", you are ineligible for secondary law enforcement position(s) and coverage but may still be considered for a non-law enforcement position. If you are not a current Bureau of Prisons employee, you must submit training records demonstrating you have completed the mandatory courses in "Introduction to Correctional Techniques Phase I and Phase II" to your hiring Human Resource office prior to appointment. Individuals selected who are under the Federal Employees Retirement System (FERS) or Civil Service Retirement System (CSRS) and who have not had three years "primary" law enforcement retirement coverage, will not be covered by law enforcement retirement while in this position. To regain coverage, individuals must return to a position with "primary" coverage.
