Job Description

About the Department

Performs highly complex (senior-level) administrative and supervisory program work for CAPCOG’s solid waste program. Work involves establishing program goals and objectives, developing program guidelines, procedures, and policies, developing schedules, priorities, and standards for achieving program goals; monitoring and evaluating program activities; developing budget requests; and coordinating program activities. Works under limited supervision, with moderate latitude for the use of initiative and independent judgment.

Position Duties

Essential duties and functions may include the following. Other related duties may be assigned.

  • Manages the agency’s regional solid waste planning activities, grant contracts and administration, outreach, and other program activities required.
  • Coordinates the Regional Environmental Task Force (RETF) activities and training.
  • Coordinates any conformance reviews or other work required under the solid waste grant agreement with the Texas Commission on Environmental Quality.
  • Assists local governments with planning and management related to solid waste issues.
  • Coordinates grant solicitation, prioritizing, and scoring activities for solid waste program.
  • Monitors legislative, regulatory, and legal issues that may impact CAPCOG’s solid waste program as needed.
  • Assists with grant reports to funding agencies as well as grant reporting documents to CAPCOG.
  • May supervise or assign duties to others.

Minimum Qualifications

Experience

At least three years of experience in the administration, development, coordination, and monitoring of grants for a government agency or working on environmental issues.

Education

Graduation from an accredited four-year college or university with major course work in public administration, business, or a related field.

Certifications

Preferred
  • Experience working with local governments is preferred.
  • Experience working with GIS is preferred.

Other Qualifications

  • Knowledge of TCEQ’s Regional Solid Waste Grant Program.
  • Knowledge of laws and regulations pertaining to grants and contract administration.
  • Knowledge of research and budgeting processes.
  • Knowledge of business administration principles and practices, including financial management and accounting.
  • Knowledge of program planning and development.
  • Skill in grant preparation, development, evaluation, and monitoring.
  • Skill in report writing.
  • Skill in budget development and monitoring.
  • Highly skilled in the use of MS Word, Excel, and Office.
  • Ability to interpret guidelines, policies, procedures, and regulations.
  • Ability to evaluate contracts.
  • Ability to evaluate fiscal data for reasonableness, necessity, and conformity with grant requirements.
  • Ability to communicate effectively.
  • Ability to plan, assign, and/or supervise the work of others.
