The Human Resources Division at TxDOT is seeking a dynamic and experienced HR professional to serve as an HR Lead for our South Branch team. This leadership role supports the HR Branch Manager and HR operations across branch with a focus on The San Antonio, and Corpus Christi districts. The position works closely with the South Branch HR Manager and serves as one of two HR Leads for the Southern Branch. This position will be housed in either the San Antonio, Pharr, or Corpus Christi district office. What You’ll Do:
• Partner with District Engineers and local leadership to provide strategic HR guidance.
• Lead and mentor HR Generalists and Interns, fostering professional development and high performance.
• Oversee daily HR operations and ensure consistent execution of HR programs and policies.
• Advise on complex HR matters including employee relations, performance management, and accommodations.
• Conduct training sessions and promote HR best practices across districts.
• Interpret and apply HR policies and procedures with clarity and consistency.
• Visits districts frequently to manage and direct day to day HR operations. Up to 50% travel (includes overnight travel).

Serves as a lead worker for professional, technical, and/or administrative employees. Work requires reviewing, preparing, maintaining, and auditing confidential information. Work requires contact with management, employees, retirees, health care providers, general public; and state and federal agencies. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence.
Essential Duties
Develops staff through mentorship, internal and external professional development, and one-on-one coaching.
Coordinates and/or oversees hiring program activities including, but not to monitoring and/or managing job openings screening employment applications, interviewing, and facilitating the hiring process.
Develops, provides, and/or oversees human resources training.
Oversees the preparation, review, and monitoring of correspondence, reports, forms, and transactions
Conducts quality reviews of human resources programs; and implements corrective action.
Determines strategy and implementation on projects/programs.
Provides information, answers questions, and advises employees, supervisors, managers, districts, and divisions on human resources policies and procedures via computer, phone, or in person.
Researches, analyzes, and resolves human resources issues; and provides solutions and/or recommendations Department management.
Responds to inquiries and complaints regarding human resources policies and procedures.
Serves as a subject matter expert to other human resources professionals.

Minimum Qualifications:
Education: Bachelor's Degree in any discipline. Relevant work experience may be substituted for education on a year per year basis. Substitutions for Minimum Qualifications
Experience: 3 years human resources-related experience. (Experience can be satisfied by full time or prorated part time equivalent). Related graduate level education may be substituted for experience on a year per year basis.
Licenses and Certifications: Valid driver’s license. This position requires driving a state vehicle.

Extensive knowledge of:
- Program/project planning, development, and management methodologies
- Federal and state laws, regulations, and guidelines governing the human resources field
- Human Resources management policies and practices
Considerable knowledge of:
- Researching, analyzing, and interpreting policies and state and federal laws and regulations specific to functional
- Overseeing and coordinating projects and program activities
- Leading, assigning, reviewing, and monitoring the work of others
- Meeting deadlines
- Administrative support practices and procedures to include writing, editing and report writing techniques, recording meeting notes, record keeping and records management
- Preparing and maintaining confidential and sensitive records, files, and reports
- Training in a classroom, office, or field environment; and coordinating materials, services, and equipment
- Maintaining effective working relationship with others
Physical Requirements and Working Conditions:
Sedentary work: Lift up to 10 lbs at a time and occasionally carry files/small tools
Light work: Lift up to 20 lbs at a time and frequently lift or carry objects up to 10 lbs
Sitting - prolonged periods of time
Repetitive Motion-substantial movements of the wrists, hands, and/or fingers
