Position Duties
- Coordinate development programs, including but not limited to Tax Increment Financing (TIF), Business Improvement Districts (BID), discretionary formula, and other development-related and incentive programs.
- Initiate and prepare agreements necessary to carry out local programs and activities. Ensure proper documentation for program compliance, compile pay requests, collect supporting receipts, and process financial reimbursement requests. Complete and close program closeouts.
- Assist in providing project financial due diligence, developing models for TIF projections, analyzing financial information, and making recommendations concerning project feasibility and potential incentives.
- Complete and maintain project files, file appropriate federal, state, or local reports, as necessary, including meeting local guidelines for City-administered programs as authorized by the state.
- Assist in the negotiated sale process for the marketing and redevelopment of City property, including the purchase and development agreements, easements, and other land transactions.
- Research, interpret, and apply all regulations applicable to assisted projects and activities.
- Maintain ongoing communication with project supervisors and builders concerning the design and construction of projects. Work with internal City staff related to project expenditures, compliance, and approvals.
- Evaluate, develop, and provide recommendations on project guidelines, standard operating processes, and the application process by which projects will be implemented, consistent with all rules and regulations.
- Perform other such duties and functions as are necessary or incidental to the proper performance of this position.
Minimum Qualifications
Graduation from an accredited college or university with a degree in business, public administration, planning, or related field, and two (2) years’ experience in community development, planning, fiscal management, or economic development is desirable; or any such combination of education, experience, and training as may be acceptable to the hiring authority.
Must possess or be able to obtain, prior to hire, a valid driver’s license.
Other Qualifications
Ability to develop concise and clear policies and procedures, bid specifications, contracts, and agreements.
Knowledge of the principles and practices of urban planning, urban design, and landscape architecture with an emphasis as related to the assigned area.
Working knowledge of the principles of finance, property investments, and related statistical information to perform a variety of development strategies, tactics, and functions.
Ability to communicate effectively, orally, interpersonally, and in writing to a variety of audiences, including other City employees, managers, and officials.
Ability to plan, organize, schedule, and coordinate multiple work activities.
Ability to effectively communicate and work with varied stakeholders regarding complex planning, financial, and legal details.
Working knowledge of computer applications, mapping, and data processing in urban planning.
Knowledge of Microsoft Office and other business-related computer applications.
Ability to draft and understand building drawings and specifications.
Ability to maintain confidentiality and integrity of the Planning and Development Services department.
Must have the mobility and ability to perform job duties at various locations throughout the city on a regular basis.
